<br />It, <br />CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2004 -173 <br />BY: Mayor Musial <br />AN ORDINANCE TEMPORARILY AMENDING THE <br />TRAFFIC CONTROL FILE OF THE CITY OF NORTH <br />OLMSTED BY PLACING TRAFFIC CONTROL SIGNALS <br />AND TWO "NO LEFT TURN" SIGNS ON BROOKPARK <br />ROAD AT THE PARCEL "E" TEMPORARY ENTRANCE <br />DRIVE, IN ORDER TO PROHIBIT LEFT TURNS INTO OR <br />OUT OF SAID DRIVE, AND DECLARING AN <br />EMERGENCY. <br />WHEREAS, the Ohio Department of Transportation (ODOT) has reviewed and <br />approved Carnegie Management's proposed amendment of ODOT Temporary Access <br />Permit No. 148 CR 04 for the temporary access drive to Parcel "E," eliminating a <br />temporary left-turn lane from Brookpark Road and installing traffic control devices to <br />prohibit left turns into or out of Parcel "E" during construction; and <br />WHEREAS, the City Engineer has reviewed plans for this location and has <br />recommended traffic control devices including the prohibition of left turns into or out of <br />the temporary Parcel "E" entrance drive during construction; and <br />WHEREAS, it is the desire of this Council to address this construction traffic <br />issue, consistent with the recommendations of ODOT and the City Engineer, by t:he <br />installation of temporary Traffic Control Signals and traffic control devices to prohibit <br />left turns into or out of the temporary Parcel "E" entrance drive for so long as <br />construction proceeds and until and pending construction of permanent intersection <br />improvements and signalization. <br />NOW THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY <br />OF NORTH OLMSTED, CUYAHOGA COUNTY, AND THE STATE OF OHIO: <br />SECTION 1: That the Police Department be and the same is hereby authorized <br />and directed to temporarily amend the Traffic Control File of the City of North Olmsted, <br />for the time period indicated below in Section 3, to indicate thereon the location of the <br />two "No Left Turn" signs for Brookpark Road, the first, facing west to be viewed by <br />eastbound motorists, to be located on the eastern mast arm at the Wal-Mart driveway <br />apron for eastbound traffic on Brookpark Road, and the second facing north to be viewed <br />by motorists exiting Parcel "E,", to be located on the mast arm east of the driveway apron <br />for Parcel "E," for southbound traffic exiting the Parcel "E" temporary drive. Both signs <br />should be R-22-24 (No Left Turn) symbol signs.
