<br />CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2004 -154 <br />BY: Mayor Musial <br />A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO AN <br />AGREEMENT WITH PERSONNEL SELECTION SERVICES <br />INCORPORATED, TO PROVIDE THE CIVIL SERVICE COMMISSION <br />WITH TESTING MATERIALS FOR AN ENTRYLEVEL POLICE OFFICER <br />EXAMINATION, AND DECLARING AN EMERGENCY. <br />N'HEREAS, Personnel Selection Services Incorporated, has, in response to solicitation <br />from the Civil Service Commission, proposed to provide the City with testing materials for an <br />entry level police officer examination at a contract price of Two Thousand Eight Hundred <br />Dollaxs ($2,800.00); and <br />WHEREAS, the Civil Service Commission has received and reviewed several proposals <br />from various testing companies and has recommended that this Council authorize the Mayor to <br />enter into an agreement with Personnel Selection Services Incorporated; and <br />WHEREAS, because of the nature of the services being provided and the dollar amount <br />involved, it is not legally necessary that this contract be either competitively bid in accordance <br />with the provisions of the City Charter or subject to the City's formal RFP process; and <br />WHEREAS, it is the desire of this Council, based upon the recommendation of the Civil <br />Service Commission, to authorize the Mayor to enter into an agreement with Personnel Selection <br />Services Incorporated to provide such testing materials; <br />NOW, THEREFORE, BE IT RESOLVED BY THE COIINCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, STATE OF OHIO: <br />SECTION 1: That the Mayor, on behalf of the City of North Olmsted, be and he hereby <br />is authorized to enter into an Agreement with Personnel Selection Services Incorporated, to <br />provide for testing materials for the Civil Service Commission to administer an entry level police <br />officer examination, for the contract price of Two Thousand Eight Hundred Dollars ($2,800.00). <br />Said Agreement shall be in the form and substance of the Examination Agreement attached to <br />this legislation as Exhibit A, with such changes in form and substance that are not substantially <br />adverse to the City and which are approved by the Director of Law. The character of the <br />agreement as not being substantially adverse to the City shall be evidenced conclusively by the <br />execution of the ageement by the Mayor and the approval of the contract by the Director of <br />Law.
