<br />1126.03 PLANNING AND ZONING CODE 52 <br />(3) All lighting plans shall include all exterior lighting, soffit lighting, <br />canopy lighting, illumination for all exits, signs, architectural <br />illumination of the structure and/or landscaping and any interior <br />lighting that extends outside the footprint of the building. <br />(4) Existing grade elevations of all abutting properties within 150 feet of <br />the proposed development. <br />(b) Once a plan has been approved and implemented, no owner or occupant of <br />property shall modify the plan without first submitting to the Building Official modification <br />plans and obtaining the approval of the City to such proposed modification. <br />(Ord. 99-77. Passed 9-2-03.) <br />1126.03 REVIEW BY BUILDING OFFICIAL; REFERRAL TO <br />ARCHITECTURAL REVIEW BOARD. <br />(a) All applications for building permits required by this chapter shall be reviewed <br />by the Building Official and Director of Plammng, and, if the proposal meets all requirements <br />of the zoning and all other applicable codes of the City, it shall be referred within 30 days to <br />the Architectural Review Board for its recommendations, at its next regulazly scheduled <br />meeting, and then to the Planning Commission for the Commission's review. <br />(b) In the event an application contains a proposal which is violative of the zoning <br />or another applicable code of the Ciry, or the application is not accompanied by all drawings <br />and other documents or materials required by Section 1126.02 or by rule of the Building <br />Official, and, if applicable, by rule of the Planning Commission, it shall be rejected by the <br />Building Official, who shall notify the applicant of the reasons for the rejection. <br />(c) In the event that the application contains a proposal which requests a variance <br />or variances from the applicability of any provision of the Zoning Code of the City, but in a11 <br />other respects complies with the zoning and all other applicable codes of the City, and is <br />accompanied by all drawings and other documents and materials required by Section 1126.02 <br />and by the rules of the Building Official, and, if applicable, by rule of the Planning <br />Commission, it shall be first referred to the Director of Planning, who shall evaluate the <br />development plan within 30 days and refer it to the Architectural Review Board for its <br />recommendations, at its next regularly scheduled meeting, and then to the Planning <br />Commission for its recommendations on the variance request prior to referral to the Board of <br />Zoning Appeals. <br />(d) The Building Official and the Director of Planning may request, in the interest <br />of expediting the review process and in anticipation of a Planning Commission requirement <br />thereof, the comment or report of any appropriate City official or department and shall, in the <br />event that development proceeds under subsection (c), provide a report and recommendation to <br />the Planning Commission and the Board of Zoning Appeals on the variances requested. <br />(Ord. 2003-144. Passed 3-3-04.) <br />1126.04 REVIEW BY PLANNING COMMISSION. <br />(a) Scope of Review. All applications for building permits which are properly <br />referred to the Planning Commission shall be reviewed by the Commission for the purpose of <br />making the following determinations only: <br />(1) Whether the proposal will have any significant adverse impact on <br />residential, commercial or other neighbors whose properties abut the <br />property of the applicant; and <br />2004 Replacement
