<br />CITY OF NORTH OLM5TED <br />RESOLUTION NO. 2004 -152 <br />BY: The Entire City Council <br />A ItESOL UTION OPPOSING THE PROPOSAL OF THE GREATER <br />CLEVELAND REGIONAL TRANSIT A UTHORITY ("GCRTA ") TO <br />ELIMINATE THE NUMBER 53 GREAT NORTHERN - CENTER RIDGE <br />BIIS ROUTE, WHICH HAS BEEN OPERATED BY THE NORTH <br />OLMSTED MUNICIPAL BUS LINE ("NOMBL') SINCE THE EARLY <br />1960'S, URGING GCRTA TO INSTEAD CONVERT THE NUMBER 53 BUS <br />ROUTE INTO A COMMUNITY CIRCULATOR ROUTE AND EXPAND ITS <br />ROUTE AS RECOMMENDED BY ITS OWN CONSULTANT, TO INCLUDE <br />ADDITIONAL SERVICE ON DOVER CENTER ROAD, CENTER RIDGE <br />ROAD, AND CROCKER ROAD TO THE WESTLAKE PROMENADE, AND <br />DECLARING AN EMERGENCYAS AMENDED. <br />WHEREAS, the North Olmsted Municipal Bus Line, since the early 1960's, first as <br />Ohio's oldest public bus line and thereafter pursuant to its operating agreement with the Crreater <br />Cleveland Regional Transit Authority ("GCRTA"), has operated the Number 53 Great Northern <br />- Center Ridge bus route, which provides an important link for passengers travelling between the <br />Westgate Transit Center and the Great Northern Shopping Center, in North Olmsted, Ohio; and <br />WHEREAS, the Number 53 bus route further provides an important public service for <br />the elderly and other transit dependent individuals in the Fairview Paxk and North Olmsted <br />communities; and <br />WHEREAS, in 1997 the GCRTA commissioned a study resulting in a report known as <br />the Comprehensive Operational Analysis, which concluded that the Number 53 bus route should <br />be converted to a Community Circulator route and the route itself expanded to include additional <br />services on Dover Center Road, Center Ridge Road, and Crocker Road to the Westlake <br />Promenade; and <br />N'HEREAS, GCRTA has not followed the recommendation of this report by <br />implementing such a change in service on the Number 53 bus route, but has instead proposed to <br />altogether eliminate the Number 53 bus route; and <br />WHEREAS, if the Number 53 bus route is eliminated, in addition to the loss of service to <br />the public, and particularly the elderly and other transit dependent individuals, the City of North <br />Olmsted will be required to layoff bus operators, who are members of AFSCME Ohio Council 8, <br />Loca13517, and the City's ability to continue to efficiently operate NOMBL within the GCRTA <br />system will be deleteriously affected; <br />NOW THEREFORE, BE IT RESOLirED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, CUYAHOGA COUNTY, AND STATE OF OHIO: <br />_
