1 EXHIBIT A Vantaeume McCann Get the Vantage-Vantage-McCann AdVantageTM 110 Terry Drive, Newtown, PA 18940 www.vantagemccann.com Fax 267-759-1197 ar 2151579-8391 215/579-8390 Examination Securitv Aareement This security agreement between Vantage-McCann Assaciates (hereinafter "Vantage-McCann") and the undetsigned State, County, City, Borough, Vllage, Town or Township (hereinafter "Muniapality'), by its atrthorized muniapal official, is for the purpose of prvtecfing security of any and ail examinations and examination materials provided by Vantage-McCann. Furthermore, the agreement is also intended to benefit the Muniapality and all other client municipalities served by Vantage-McCann. Further, this agreernent is to insure that the properiy rights of Vantage-McCann in the material are not impaired. The undersigned as the agent, servant and/or employee of the Muniapalily, is execu6ng this agreement in hislher official capacity and is authorized to execute this agreement on behalf of the Municipaliiy as a condfion precedent to the Municipatity's obtaining and using examination materials furnished by Vantage- McCann. This agreement is continuing, and applies to any and all examination materials provided by Vantage- McCann novir or at any future bme. The Muniapatify, the official signing this security agreement and all agenfs, servants and/or employees of the Municipal'ity agree to comply with the following terms and condfions: The examination materials obtained from Vantage-McCann sha(I be used solely fortesting candidates for employment or promotion by the Municipality. 2. The Municipal"ity shall safeguard the examinafivn materials in their handiing and storage by taking all reasonable precautions. Wherever possible, the materials shall be stored in a safe or other secure place which shatl be protected and made secure by means of a combination ratherthan simpfy by lock and key. 3. The Municipality shall not, nor shall the Muniapality permit anyone else to, give, sell, lend or othervvise make available, examinafions bookfets andlor examination materiats to any other, municipality or persan or enfity, except to an authorized, qua(ified oificial of the Municipatity, pravided that this official has a legitimate need for the possession of such materials in the ordinary course of his/her official capaaty. Further, the Municipality shall not make examination materials avaitable to anybody for the purpose of enab(ing any person to prepare to take the examination. 4. The Municipality shall not copy or reproduce any examination booklets and/or materials, nor shall the Muniapal'dy permit anyone else to do so without the prior approval of Vantage-McCann. 5. If the ruies of the Civil Senrice Commission or of the Municipality provide candidates with a right to appeal examination results, and if those rules provide further that a candidate shall be permifted to see the examination materiafs for purposes of review, then and in that event, the review shall be conducted under continuous monitoring and supenrision of an appropriate Muniapality official. Under no circumstances shall any candidate be permitted to remove from the review site a copy of any of the questions, answers and/or examirtation materials. Under no circumstances shall any candidate be petmitted to make a verbatim copy af any of the quesfions, answers and/or examination materiats, orto enter any such information into a computer and/or reproduction or recording devices. If the rules of the Municipat'ity permit a candidate to file a written appeal, in no event shall the candidate be permitted to retain a copy of his appeal.
