CITY OF NORTH OLMSTED ? <br />ORDINANCE NO. 2004 - 2 <br />BY: Mayor Musial <br />AN ORDINANCE DISPENSING WITH THE RFP PROCESS <br />OTHERWISE REQUIRED BY SECTIONS 111. 03 ET SEQ. OF THE <br />ADMINISTRATIVE CODE AND AUTH4RIZING THE MAYOR TO <br />ENTER INTO A CONTRACT WITH FOR THE <br />PIIRPOSE OF PROVIDING COMPiITER CONSULTING SERYICES <br />TO THE CITY PENDING APPOINTMENT OF A NEW DATA <br />PROCESSING COMMISSIONER, AND DECLARING AN <br />EMERGENCY <br />WHEREAS, the cunent Data Processing Commissioner has resigned her position <br />effective January 9, 2004; and <br />WHEREAS, the Mayor anticipates that it will take at least ninety (90) days to <br />replace the outgoing Commissioner; and <br />WHEREAS, it is necessary for the City to obtain interim computer consulting <br />services pending appointment of a new Data Processing Commissioner; and <br />WHEREAS, has proposed to provide said computer <br />consulting services in accordance with its standard fee schedule and anticipates that, so <br />long as the scope of the project does not change, that the cost of said computer consulting <br />services over the course of ninety (90) days will not exceed Fifteen Thousand Dollars <br />($15,000.00); and <br />WHEREAS, <br />the Mayor has determined that the said proposal by <br />is fair and reasonable to the City; and <br />WHEREAS, it is therefore the desire of this Council to dispense with the RFP <br />process otherwise required by Sections 111.03 et seq. of the Administration Code for the <br />selection of a computer consultant to provide the said professional services, because of <br />the Mayor's representation that an emergency exists as a result of the imminent departure <br />of the current Data Processing Commissioner, which requires immediate action; and <br />WHEREAS, it is accordingly further the desire of this Council to authorize the <br />Mayor to enter into a contract with , on the basis of the proposal <br />tendered with the condition that total expenditure, over the course of the ninety (90) day <br />period contemplated, does not exceed Fifteen Thousand Dollars ($15,000.00);
