<br />? <br />CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2004 - 22 <br />BY: Mayor Musial. <br />AN ORDINANCE AUTHORIZING AND DIRECTING THE CREDITING OF ALL <br />REVENUES RECEIVED FROM EMERGENCY MEDICAL SERVICES AND <br />AMBULANCE TRANSPORTATION BILLINGS IN THE YEAR 2004, WHICH <br />WOULD OTHERWISE BE CREDITED TO THE "EMERGENCY MEDICAL <br />SERVICES FUND," TO THE GENERAL FUND, AND DECLARING AN <br />EMERGENCY. <br />WHEREAS, this Council, pursuant to Ordinance No. 2002-103, created the "Emergency <br />Medical Services Fund," and directed that twenty-five percent (25%) of a11 revenues received by <br />the City from emergency medical services and ambulance transportation billings to residents be <br />credited to said special fund; and <br />WHEREAS, this Council last year adopted Ordinance No. 2003-18, authorizing and <br />directing the crediting of all revenues received from emergency medical services and ambulance <br />transportation billings in 2003 to the general fund; and <br />WKEREAS, this Council has again determined this year, based upon information <br />provided by the Director of Finance, that estimated resources for the General Fund are currently <br />less than expected appropriations from the General Fund; and <br />WHEREAS, this Council acknowledges that our local and state economies continue to be <br />stagnant; and <br />WHEREAS, this Council believes that, absent once again taking the action contemplated <br />by this legislation, the City would have to either obtain additional revenues by raising taxes or <br />cut expenditures by laying-off additional City workers, which would likely impact on the level of <br />services provided to the community; and <br />WHEREAS, this Council is of firm belief that the City must be fiscally responsible <br />during stagnant economic times, and, at the same time, must balance cost effective government, <br />the quality and quantity of City services, and the ability of residents and others employed in the <br />community to bear any additional tax burden; and <br />
