4f "I City of North Olmsted - Part One RFP Background Information 12 SECTION THREE: EVALUATION CRITERIA 1. Introduction All Proposals which meet the specifications of this RFP will be evaluated in accordance with the criteria listed below. II. Awarding Authority/Evaluation Committee - This RFP is issued by the City of North Olmsted, Department of Finance. An evaluation committee comprised of staff from various City departments and agencies will have responsibility for reviewing and evaluating all Proposals submitted in response to this RFP. The City reserves the right to include outside consultants to assist in the evaluation process. III. Selection of Qualified Proposals The Finance Director and the evaluation committee will review the Proposals submitted by all Proposers to determine whether the minimum qualifications set forth herein are met. On the basis of the evaluation criteria set forth in the RFP, the Finance Director and the evaluation committee will award the contract to the qualified Proposal which best meets the needs and requirements of the City and provides the most cost-effective five-year holistic system solution. The Finance Director may at any time investigate a Proposer's ability to perform the work. The Finance Director may, in addition to references supplied, request additional information about a company and its experience with previous contracts. Proposers may choose not to submit information in reply to the Finance Director's requests; provided however, that if failure to submit such information results in the inability of the City to obtain needed facts regarding the Proposer's qualifications or abiiity to perform, the Finance Director may at his discretion discontinue further consideration of a particular Proposal. The City may use sources of information not supplied by the Proposer concerning the ability of the Proposer to perform the work. Such sources may include current or past customers of the organization; current or past suppliers; articles from data processing, communications and related publications; articles from other published sources made available to the City. However, the City of North Olmsted is under no obligation to obtain any additional information other than that supplied by the Proposer in response to this RFP.
