? ? City of North Olmsted - Part One RFP Background Information 6 REQUEST FOR PROPOSALS FOR A FINANCIAL AND UTILITY INFORMATION SYSTEM SECTION'ONE: PROPOSER INFORMATION 1. Introduction The City of North Olmsted (City) acting by and through the Department of Finance, solicits proposals for the provision and operation of a Finance Information System (Proposals for the System). Envelopes containing Proposals must be sealed and clearly marked as "PROPOSAL FOR FINANCIAL/PAYROLL INFORMATION SYSTEM". One signed original and three identical copies (4 documents) must be received at the: Carrie Copfer, Director of Finance City of North Olmsted • 5200 Dover Center Road • North Olmsted, OH 44070 on or before NOON p.m., EST, on Friday, APRIL 301x. Proposals shall be legibly written, typed, or printed in black ink on the forms provided. No alterations in the printed forms shall be permitted. All addenda to the Proposal and exceptions to this RFP, properly signed by the Proposer, shall accompany the Proposal when it is submitted. Proposals will not be accepted or considered after the date and time set forth above. II. Purpose of Request For This Proposal This Request for Proposal (RFP) is intended to solicit proposals from Proposers potentially capable of satisfying City of North Olmsted needs for inforrnation systems. Proposers responses will be evaluated and ranked. If satisfactory application systems are available, the City of North Olmsted may then enter into contract discussions with the selected Proposer. In addition to soliciting written responses, this document provides information to assist Proposers in preparing their responses and facilitates the subsequent evaluation and comparison thereof. In that regard, this RFP: • Provides information essential to soliciting meaningful recommendations and realistic commitments from the Proposers. • Specifies the desired format and content of Proposals responding to this RFP. • Outlines the City's evaluation and Proposer selection procedures. •Establishes a schedule for the preparation and submission of Proposals in response to this RFP. • Establishes a performance standard for the selected Proposer. This RFP and the selected Proposal in response to this RFP will be incoi-Dorated into the contract resultina from this solicitation• provided however, that the contract mav contain terms different from or in addition to this RFP and the successful Proposal. None of the terms of this RFP shall be bindino, upon the City unless or until they are incorporated in a contract sibned by the City.
