.?,

CITY OF NORTH OLMSTED
ORDINANCE NO. 2004 - 41
BY: Council Member Miller.
AN ORDINANCE CREATING NEW SECTION 141.09 OF THE
ADMINISTRATIVE CODE, ENTITLED "ADMINISTRATIVE MOTOR
VEHICLE POOL" IN ORDER TO ESTABLISHA MOTOR VEHICLE POOL
FOR THE PURPOSE OF PROYIDING MOTOR VEHICLES FOR IISE BY
THE MAYOR AND THE CITY DIRECTORS WHEN CONDUCTING
OFFICIAL CITYBIISINESS.
WHEREAS, this Council previously adopted Ordinance No. 96-62 on June 4, 1996,
authorizing the Director of Public Service to advertise for bids for the purchase of three new
1997 automobiles to be used exclusively by the Mayor and the Directors of Public Service and
Public Safety; and
WHEREAS, pursuant to said authority, the City purchased three 1997 Buick
automobiles, which were assigned for the exclusive use of the Mayor and the Directors of Public
Safety and Public Service; and
WHEREAS, presently only two of the said 1997 Buick automobiles remain in service
and are presently assigned to the Mayor and Director of Public Safety, respectively, for their
exclusive use in conducting official City business; and
WHEREAS, the Director of Public Service has been assigned a 1994 Ford automobile for
his exclusive use for conducting official City business; and
WHEREAS, this Council believes that creating an administrative motor pool, and
assigning the three aforementioned City vehicles to the pool for use by the Mayor and all City
Directors, rather than continuing to assign such motor vehicles to the Mayor and selected
Directors for their exclusive use, is a more effcient and cost-effective manner for enabling the
City's highest ranking administrative officials to utilize City vehicles for the purpose of
conducting official City business; and
WHEREAS, it is accordingly the desire of this Council to create an administrative motor
vehicle pool that would provide for the Mayor and each of the City's Directors to be able to sign
out Service Department motor vehicles assigned to the pool, on an as needed basis, when
necessary in order to conduct official City business;
