Musial, Mayor <br />May 27, 2004 <br />Memo To: Record <br />From: Mayor Musiai NK <br />Re: Ordinance No. 200441 <br />By this Memo to Record, I hereby veto Ordinance No. 2004-41. <br />My basic problem is tha# Ord. 2004-41 is an af?'ront to fairness towards two Directors who ha.ve <br />been hired under a policy (including no restrxctions on residence) which has been 'vn existence in <br />the City of North Olmsted for a great many yeazs. <br />An administrative motor pool akeady is in existence and provides the use of an automobile to <br />any employee for the purpose of city business. It is to be noted that both the Safety Director and <br />Service Director have their own private cars (which was not the case with some previous <br />employees) and so in all probability, City cars will not be used for their personal purposes. <br />With regards to the Mayor's car, the situation is even more skewed. With a limited number of <br />miles placed on the car per year, total cost to the City was under $500 for 2003. Also, <br />depreciation is less than negligible because of the low mileage on the car. Formal restrictions on <br />the use of the Mayor's car appears to be another attempt to reduce the status of the position of <br />Mayor for the City of North Olmsted. <br />Any monumental tangible financial benefit to the city (which the sponsor has not provided) pales <br />in significance to the harm being caused to the administrative side of the City of North Olmsted <br />government. As I have akeady advised Council, I will not be a party of Council's movemern to <br />overturn a good faith commitment made to existing employees (i.e., Safety Director and Service <br />Director) as a part of their employment packages (a commitment honored for over eighteen years <br />as an administrative policy, without restrictions as to place of employee residence). Similarly <br />with respect to other management employees, it is deemed within the administration's <br />prerogative to determine which specific employees and which specific vehicles said employees <br />can take home. <br />Notwithstanding the above, I would not be opposed to modifying the policy to include an <br />appropriate mileage charge for new non-resident Director hires ar new non-resident supervisors.
