• 4 ?, <br />May 27, 2004 <br />Veto of 2004-41 <br />Page 2 <br />Also, I want to re-empha.size that I ha.ve issued a far reaching "Vehicle Use Policy" on <br />Feb. 10, 2004, which I feel provides an extensive and proper balance regarding the <br />administration arena of existing city car usage by city employees. Further to again <br />remind Council, we already have a caz pool in existence and I have made it known that if <br />a city car is not available for use by a city Director from the caz pool and if the Mayor's <br />car is not otherwise in use, or to be used, than I have no objection to such use by such <br />Director. <br />Additionally, Ordinance 2004-41 (sponsored by Councilman Miller) appears to be <br />another attempt to impose Council's hands of control on the actions of the administration. <br />This particular attempt possibly taints the credibility of Council, creates employee morale <br />problems, creates an unstable working environment and quite possibly will deter future <br />applicants from applying for open executive class positions in the City of North Olmsted. <br />Note that previously, in an attempt by Council Members Miller and Kasler (Ordinance <br />No. 2003-29) to control the Mayor's actions, they sponsored Ordinance No. 2003-29 <br />directing the Mayor to perform certain tasks. Upon my challenge to the Ordinance, our <br />Law Director ruled tha.t the Charter does not give such authority to Council. <br />I urge Council to sustain my veto on this specific Ordinance identified as 2004-41. <br />
