GtIi.:<)ino 441'??-5;9G -(6}S8i-?IUC? <br />PROCEDURAL STATEMENT <br />The purpose of this outline is to establish procedures which to provide for the efficient flow of traffic <br />on I-480 and Stearns Road in the City of North Olmsted. This procedure shall apply to the City's <br />addition of the ramp signals at I-480 and Stearns Road into the City's signal network. The objectives <br />of this procedure are as follows: <br />A. To ensure that the operation of the interstate ramp signals do not adversely affect the <br />operation of the Interstate. <br />B. To propose specific measures for acceptance by the City through ordinance or legislation to <br />ensure cooperation with ODOT to achieve and maintain the goal mentioned immediately <br />above. <br />The requirements of the procedure are as follows: <br />1. The City agrees to provide signal timing and coordination that will not cause ramp traffic to <br />back up onto the Interstate mainline, thereby hindering the flow of traffic on the Interstate. <br />2. The City agrees to provide signal timing and coordination that ensures Interstate ramps <br />operate at a level of service acceptable to the District Deputy Director. <br />3. The City agrees to be diligent in its maintenance of ramp signal installations, so that signal <br />equipment and appurtenances function in a manner that provides efficient operation. All <br />components of the signal system shall be kept in good working order, and damaged <br />components shall be repaired or replaced without delay. <br />4. If the City proposes to alter signal operation or coordination, the City agrees to provide written <br />notice to the District Deputy Director, along with an engineering study evaluating the proposed <br />change in capacity of the signal system. Specifically, the study shall evaluate the change in <br />queue lengths and delays for ramp traffic. The District Deputy Director may waive the <br />engineering study of the proposed changes, provided the modifications are to be sufficiently <br />minor not to cause adverse impacts to the Interstate ramps. <br />5. If documented field observations indicate that the ramp traffic is experiencing substantial <br />delays, or if queues of vehicles interfere with the safe and efficient operation of the Interstate, <br />the District Deputy Director may determine signal operation is unacceptable. The District <br />Deputy Director will provide written notice to the City once the signal operation is found to be <br />unacceptable. <br />6. If signal operation is found to be unacceptable, the City agrees to reevaluate and alter signal <br />timing and coordination to improve conditions for ramp traffic. In the event that traffic volumes <br />become so heavy that the capacities of the ramps and Stearns Road are exceeded, the City <br />and the District Deputy Director agree to balance the delays between the ramps and Stearns <br />Road. <br />7.
