<br />. r^n; <br />SECTtON 24: TMat this Ordinance is hereby declared to be an emergency measure immediately necessary for <br />the preservation of the Public Health, Safety and Welfare and for the further rea5on that it is necessary that <br />this legislation become effective immediately so that the Assistant Director of Finance can begin to perform her <br />new duties prior to the start of the year 2003, and further provided it recEives the affirmative vote of finro-thirds <br />of all members of Council, it shall take effect and be in force immediately upon its passage and approval by the <br />Mayor. <br /><,_ <br />PASSED: `.C? ? ?I ? • <br />Barbara Seman, <br />APPROVED: <br />of Council <br />Norman T.
