Ordinance No. 2002-190 "135.021 ASSISTANT DIRECTOR The Director of Finance shall be assisted by an Assistant Director of Finance, who shall be a full time employee of the City. The Director of Finance shall appoint and remove the Assistant Director of Finance. At the time of his or her appointment, the Assistant Director of Finance must have a four year degree from an accredited college or university. The Assistant Director of Finance shall assist the Director of Finance in the performance of his or her duties, and shall be directed in the performance of those duties solely by the Director of Finance. The salary of the Assistant Director of Finance shall be set by the Director of Finance within a salary range established by Council." Be amended, and, as amended, shall read in its entirety as follows: "135.021 ASSISTANT DIItECTOR (a) The Director of Finance shall be assisted by an Assistant Director of Finance, who shall be a full time employee of the City. The Director of Finance shall appoint and remove the Assistant Director of Finance. The Assistant Director of Finance shall assist the Director of Finance in the performance of his or her duties, and shall be directed in the performance of those duties solely by the Director of Finance. The salary of the Assistant Director of Finance shall be set by the Director of Finance within a salary range established by Council." (b) The Assistant Director of Finance, in addition to assisting the Director of Finance, sha11 also assist the Tax Incentive Review Council in monitoring the compliance by businesses with provisions of tax exemption agreements entered into between the City and such businesses, shall prepare and file the annual reports which the City is required to file pursuant to the applicable provisions of the Ohio Revised Code for community reinvestment areas (CRAs) and enterprise zones (EZs), and shall perform such other duties of an administrative or technical nature as may be required by the Tax Incentive Review Council. SECTION 3: That the operation of any Ordinance, or part of any Ordinance in conflict or inconsistent with any provision of this Ordinance is, to the extent of any such conflict or inconsistency, repealed. SECTION 4: That this legislation is hereby declared to be an emergency measure immediately necessary for the preservation of the public health, safety and welfare, and for the further reason that it is necessary that this legislation go into effect immediately because of the present vacancy in the position of the Secretary to the Housing Council/Tax Incentive Review Council, and further provided it receives the affirmative vote of two-thirds of all members of Council, it shall take effect and be in force immediately upon its passage by Council and approval by the Mayor. 7 ?.,? ..?,.???- ..+??n,??w . ....
