SECTION ONE: That this Council expressly recognizes, as a moral claim, former Director of Public Safety Lisa Thomas' claim for compensation for 99.5 hours of unused compensatory time which she accumulated during her term in office as Director of Public Safety. This Council further expressly deternunes that said extraordinary hours worked without compensation confened a public benefit to and upon the citizens of the North Olmsted community. SECTION 2: That the Mayor is hereby authorized to submit appropriate paperwork, as required by the Finance Department and consistent with this Resolution, to the Director of Finance for compensation to former Director of Public Safety Lisa Thomas for her said accumulated hows of compensatory time, and that the Director of Finance, upon receiving said paperwork from the Mayor, is hereby authorized to compensate former Director of Public Safety Lisa Thomas for 99.5 hours of accumulated compensatory time in an amount which is equal to the said number of hours multiplied by the hourly rate which the former Director of Public Safety was receiving at the time of her termination. SECTION 3: That this Resolution is hereby declared to be an emergency measure immediately necessary for the preservation of the public health, safety and welfare and for the further reason that it is necessary that this Ordinance go into effect immediately in order to timely conclude all obligations, legal and moral, owed to this former City official, and further provided that it receives an affirmative vote of two-thirds of all members of Council, it sha11 take effect and be in force immediately upon its passage and approval by the Mayor.
