<br />(b) To require and provide the procedure for the local licensing of any coniractors that <br />are not so mandated to be certified or licensed by the State of Ohio; and <br />(c) To require and provide for the local licensing of any and all contractors who, <br />although certifted or licensed by the State of Ohio in specified trades, engage in any work or <br />trades beyond the scope of or in addition to such State certifrcation of license. <br />1317.02 REGISTRATIONREQUIRED; HOME OWNERS' EXCEPTION. <br />(a) No person, , firm or corporation shall do arry work or engage in the business of or act <br />in the capacity of a general contractor or of a subcontractor, until it hcrs fully complied with <br />the registration and licensing procedures of this Chapter, as signifaed by the issuance of <br />either a registration or license certi, ficate by the Building Commissioner, subject however to <br />the provisions of subparagraph (b) hereinafter. <br />(b) No provision of this Building Code or any regulation adopted by authority of this <br />Building Code shall be interpreted to require that the owner of a single or one-family <br />dwelling sha-11 be licensed or registered pursuant to subparagraph (a) or to otherwise <br />personally ef hold a certificate as a prerequisite to perform <br />work upon the premises occupied, or to be occupied, by the said owner thereof as such <br />owner's established residence. All such work shall be done by such owner with the <br />assistance only of any member of his family or household, provided however that and <br />such work shall be done in conformity with the provisions of this Building Code and <br />rules or regulations promulgated thereunder and that no work shall be done unless all <br />permits, inspections and approvals required by this Building Code are secured. <br />(c) Arry person, , firm or corporation engaged in or hired to perform any work or trade <br />in this City, in the capacity of a contractor or otherwise, that fails to register or obtain a <br />local license, as required by subparagraph (a), shadl be guilty of a misdemeanor of the <br />frrst degree and subject to prosecution therefor, in addition to any other sanctions <br />imposed herein. <br />1317.03 PUBLIC UTILITY ORGANIZATIONS' EXCEPTION. <br />No provision of this Chapter of the Building Code shall be interpreted to require licenses, <br />registration or certificates of qualification for officials or employees of public utility <br />organizations to engage in the installation, alteration, repair, maintenance or utilization of <br />any device, appliance, insta.llation or appurtenance forming part of the equipment for <br />generation, transmission or distribution of any commodity or service which such public <br />utility organization is authorized by law to furnish or provide. Public utility <br />organizations, as exempted herein, shall be limited to those utilities whose activities are <br />regulated by the Public Utidities Commission of 4hio (PUCO) or are otherwise exempt <br />from municipal regulation by operation of federal daw. <br />1317.04 APPLICATIONS.
