(j) Has failed to renew either the registration certificate or docal license issued pursuant to this Chapter or is no longer in possession of a valid Zicense issued pursuant to Revised Code Section 1317.05. The Buidding Commissioner shall issue written notification to the certificate holder of any action to revoke or suspend the regisiration certificate or docal license. Not later than thirty days after the date of such notice, the holder or a certificate may appeal and request a public hearing by the Board of Building Code Appeals, which shadd be held at its next regularly scheduled meeting. The holder of a suspended or revoked certificate shall not do cmy work authorized by such certifrcate, except work necessary to correct arry violation of the Building Code specified in the notice of suspension or revocation, subject to specific inspection requirements, until notice of reinstatement has been given by the Board or the period of suspension has expired and the contractor has satisfied all of the requirements for reinstatement. The period of time for suspension shall be determined by the Buidding Commissioner, and in the event of an appeal, subject to the review of the Board of Building Code Appeal, based upon the fodlowing factors: 1. The underlying circumstareces which gave cause for the sanction; 2. The holders subsequent compliance with the Building Code or lack thereof,• and 3. The frequency of building permits issued for work to be performed by the hodder so that the remedial action is related to the average number of permits issued to the holder per month . The determination of the length of time for suspension shall be within the sound discretion of the Building Commissioner, reasorurbly exercised and calculated to take remedial action and protect the public interest , g, . For local license, $150.00 upon original issue and $75.00 upon annual renewal; 2. For registration, $100. 00 upon original issue and $50.00 upon anrrual renewal;
