Musial, Mayor <br />Sept. 5, 2002 <br />To: All of Council <br />From: Ma.yor Musial Km?, <br />Subject: Motion by Councilperson Kasler to amend 2002-117 to add an additional <br />$22,984 to the Police Staff'mg line item which is comprised of $5,100 <br />saved in (deducted from) the mayor's secretary line item and $17,884 <br />remaining of the Adelphia money and to be used for, to be eannarked and <br />used for re-instatement of auxiliary duties and school guards to be <br />prioritized by the Police Department in a manner that they see fit, <br />seconded by Councilman Gareau Jr. and passed by Council. <br />I have reviewed subject Motion and I have placed my VETO thereon. <br />A meeting was convened on Tuesday, Sept. 3, 2002 by Mayor Musial with Safety <br />Director Lisa Thomas, Police Chief George Ruple and NOPD Captain Wayne Wozniak <br />to discuss issues pertaining to auxiliary police officers and school crossing guards. <br />Auxiliary Police Officers <br />Chief Ruple has previously suggested that significant savings could be achieved if <br />auxiliary police ofFicers discontinued traffic control services during Sunday morning <br />worship services along Lorain Road. The savings total approximately $11,000 for the <br />remainder of the year. <br />Further, development patrols could be reduced among auxiliary police. I3evelopment <br />patrols cost the city $100 a night and are conducted on two evenings a week. Total <br />expenses for the remainder of the year, including a reserve would be approximately <br />$8,000. <br />It was also noted that auxiliary police officers aze called for emergency duty during major <br />stortns, prisoner suicide watches and serious motor vehicle accidents. <br />Based upon the discussion with Safety personnel, it was agreed that development patrols <br />would be reinstated and a reserve created for emergency purposes.
