<br />Veto - Page 2 <br />School Crossing Guards <br />A meeting was held at the North Olmsted Police Department on August 8, 2002 to <br />discuss the placement and location of school crossing guards. In attendance were Safety <br />Director Lisa Thomas, Police Chief George Ruple, Capt. Wayne Wozniak, <br />Superintendent Norma Conner, Assist. Superintendent Dr. Doug Sebring, a representative <br />from the Transportation Dept. of the schooLs and a representative from St. Brendan. <br />With the realignment of school assignments, changes in starting times and an extension <br />of school busing, it was determined that fewer crossing guards would be required in the <br />2002-2003 school year. The changes in school starting times also pmvided an <br />opportunity for one guard to cover two schools, thereby improving the efficiency of the <br />employee. <br />Based upon a thorough discussion of the facts it was agreed that school crossing guards <br />could be eliminated from the followmg due to the expansion of busing: Country Club/ <br />Victoria Lane, McKenzie/Southern, Dover/Lorain, Sparky/Lorain. <br />School guards were eliminated from the middle school, as it was deternuned that 70' and <br />8" graders were old enough to cross without the assistance of an adult. The locations are <br />as follows: Porter/Lorain (2 guards) and BurnsButternut. <br />Finally, the school guard located on Sweetbriar for Pine School was elirninated. The <br />guard was posted ta prevent a parking problem. There was consensus in eliminating <br />this post. <br />It was agreed at the meeting of Sept. 3, 2002 that two guazds should be reinstated at the <br />Lorain and PorterButternut locations. Further, it is to be noted that traf£c patterns have <br />been observed for the past two weeks since the start of the school year. From the <br />observations it was determined that a school guard should also be reinstated at Maple <br />School. The economies attempted by using one guard to cover St. Brendan's and Maple <br />School could not be achieved and therefore one guard needs to be placed at Maple <br />School. The total cost for yeaz 2002 placement of three additional guards is on the order <br />of $8,700. <br />Central Dispatch <br />As an aside, one full time dispatcher was lost to attrition in late spring. There has not <br />been any significant increase in overtime to compensate for the loss of the position. The <br />impact to the Police department, if any, is felt between 3:00 a.m. and 7:00a.m, four days a <br />week when there is only one dispatcher on duty.
