(d) To ensure that this nonpublic forum is easily accessible by community <br />organizations; <br />177.03 APPLICATIONS; REVIEW BY MAYOR'S DESIGNEE. <br />(a) Community organizations desiring to announce community events shall <br />make application to City in writing, on a form prepared by the City. The <br />Mayor's Administrative Assistant or designee sha11 be the City official <br />responsible for: <br />(1) Receiving and acting upon applications for access to the nonpublic <br />forum; <br />(2) Determining the maximum number of space, in characters, available <br />for messages on banners; and <br />(3) Authoring written opinions whenever an application is denied, <br />explaining the grounds for denial. <br />(b) Applications must be completed and signed no later than thirty (30) days <br />prior to the time the applicant requests that the announcement be made. <br />(c) Applications shall contain all information requested by the form adopted <br />by the City, including but not limited to the date announcement is requested and <br />the name and address of the community organization representative responsible <br />for submitting the application and supplying any additional information necessary <br />to the processing of the application. <br />(d) Applications must conform to the regulations of this Chapter in all <br />particularities. If the City's agent, upon review of the application, discovers any <br />irregularity or defect therein, the application shall be denied for failure to conform <br />to these regulations. <br />(e) Applications shall be acted upon by the Mayor's Administrative Assistant <br />or designee, in writing, within ten (10) working days following the date of filing <br />of the application. Applications shall be routinely granted, and may not be denied <br />by the Mayor's Administrative Assistant or designee, unless the application, or <br />the proposed announcement, fails to conform to at least one express provision of <br />this Chapter. Decisions denying an application shall be mailed to the applicant by <br />certified mail, return receipt requested. No application shall be denied unless the <br />reason for denial has first been reviewed by the Director of Law. <br />177.04 CONTENT LIMITATIONS. <br />(a) The City is establishing a nonpublic forum in the airspace above the City <br />right-of-way at the location described in Section 177.01(a). Only the <br />announcement of community events by community organizations is permitted in <br />such nonpublic forum. Accordingly, any proposed message must be a single <br />event announcement. The City will publish the date, time, and location of such an <br />event open to the public, along with the title of the event, so long as the title fits <br />within the number and size of characters available on a banner as defined below <br />3 <br />
