Applications containing titles that are too lengthy will be <br />denied. No title will be edited by City personnel. <br />177.05 BANNER REGULATIONS. <br />(a) Every application to erect a banner shall include a provision, signed by the <br />applicant, providing that the applicant will indemnify and hold harmless the City <br />in the event any injury or damage is caused by the placement of the banner over <br />the public right-of-way, and shall further be accompanied by each of the <br />following documents: <br />(1) A certificate of liability insurance from a reputable insurance <br />carrier naming the applicant as insured, and the City as an <br />additional insured, providing policy limits of not less than <br />$2,000,000.00 for personal injury and property damage. Each such <br />certificate of insurance shall state that its coverage is primary for <br />each covered event relating to the erection of the applicant's <br />banner over Lorain Road; and <br />(2) Written consent from any utility company to erect the banner upon <br />its poles. <br />(b) Banners shall only be permitted to be erected in the airspace above the <br />street area of Lorain Road, midway between East Park and West Park Drives, <br />upon utility poles on either side of Lorain Road at that location. <br />(c) Banners shall be made of vinyl material, and each letter or number on the <br />banner shall consist of a sepaxate piece of vinyl securely adhered to the banner; <br />each letter or number on a banner shall be at least twelve inches (12") in height. <br />(d) All banners shall have "air holes" of sufficient size and number to prevent <br />the banner from being torn, damaged or destroyed by wind, rain or other <br />elements of the weather. <br />(e) No banner shall be more than three feet in height, nor more than ninety- <br />feet in length; <br />(fl Banners shall be delivered by the applicant to the City Service Department <br />for erection no later than five (5) working days prior to the approved date for <br />erection; banners shall be erected, and removed, solely by City employees. <br />(g) No banner shall be permitted to be erected more than two weeks prior to <br />the date of the single event announced, or more than two weeks prior to the date <br />of the first event of a recurring event announced; the City shall remove the banner <br />and return it to the applicant within three (3) days following the date of the <br />occurrence of the single event announced or within three (3) days following the <br />date of the first event of a recurring event; <br />177.07 PRIORITY IN CASES OF CONFLICT; TIME LIMITS <br />4 <br />
