(a) Applications for single event announcements shall not be accepted if the <br />event announced occurs more than one (1) year after the time of submission of the <br />application. <br />(b) In cases where multiple applications have been received for simultaneous <br />posting of proposed announcements, the following order of priority shall apply: <br />the first application filed with the City shall have priority over all subsequently <br />filed applications <br />177.08 APPEALS FROM DECISIONS OF MAYOR' S DESIGNEE. <br />(a) Every decision of the Mayor's Administrative Assistant or designee denying <br />an application to announce a community event may be appealed to a Community <br />Access Board consisting of the Mayor, the Director of Public Safety, and the <br />Director of Human Resources. Any such appeal must be in writing and filed with <br />the Mayor's Administrative Assistant or designee within seven (7) work days <br />following the date of the mailing of the decision denying the application. <br />(b) The Community Access Board shall hear the appeal of the applicant, shall <br />permit the applicant to offer evidence in support of its application, and shall <br />render its decision no later than ten (10) work days following the date upon which <br />the appeal was filed. No decision shall be made by the Community Access Board <br />until it has first consulted with the City Director of Law. In reviewing appeals <br />made, the Community Access Board shall uphold the decision of the Mayor's <br />Administrative Assistant only if the Board concludes that either the application or <br />the proposed announcement violates at least one provision of this Chapter. Every <br />decision of the community access board shall be considered a final administrative <br />order, subject to further appeal pursuant to the provisions of Chapter 2506 of the <br />Ohio Revised Code. <br />Shall be amended, and, as amended, shall read in its entirety as follows: <br />CHAPTER 177. COMMUNITY ACCESS. <br />177.01 DEFINITIONS. <br />(a) "City media," unless otherwise specified, means anyf the following: <br />(1) The airspace located approximately 20-25 feet above Lorain <br />Road approximately mid-way between East Paxk and West Park <br />Drives, and in the vicinity of a certain CEI wire, or wires, which <br />traverse that airspace above Lorain Road from north to south; <br />(2) The changeable pMy sign on Lorain Road adjacent to the Police <br />Station; <br />(3) The chang.,eable cop,v sign at North Olmsted Park, <br />(4) All announcement lists or boazds on the Citv's web site. <br />(b) "Community event" means any meeting, program, exhibition, assembly, <br />celebration, or other gathering which is either open to the general public or <br />5 <br />
