to which at least thirty (30) residents of the City of North Olmsted have <br />been invited or aze otherwise permitted to attend. <br />(c) "Community organization" mea.ns: <br />(1) Any non-profit corporation, which is tax exempt pursuant to IRC <br />Section 501(c)(3), or any not for profit unincorporated association, <br />which: <br />A. Either has had a continuous presence in the City of North <br />Olmsted for at least the two year period immediately preceding <br />its application under the provisions of this Chapter, or whose <br />membership is composed of at least thirty (30) persons, with at <br />least seventy-five percent (751/6) of those persons being <br />residents of the City; and <br />B. Organizes, sponsors or otherwise supports community events; <br />or <br />(2) Any agency of the United States of America, the State of Ohio, or <br />any political subdivision of the State of Ohio. <br />(d) "Presence in the City of North Olmsted" means that the organization has <br />an office in a building which is located in a commercial district of the <br />City. <br />(e) "Link" means a segment of text or a graphical item that serves as a cross- <br />reference between parts of a hypertext document or between files or <br />hypertext documents. <br />177.02 PURPOSE. <br />(a) The reguiations in this Chapter pertaininu to the two changeable conv <br />signs and the airMace described in Section 177 Ol(a)(1Z(2 and (3) are enacted for <br />the following purposes: <br />(1) To make the airspace above the right-of-way described in Section <br />177.01(a)? a nonpublic forum solely to further the limited <br />purposes set forth in this Section 177.02(a); <br />(2) To make the two changeable copy signs described in Section <br />177 O1(a)(2) and (,3) a nonpublic forum solely to further the limited <br />pWoses set forth in Section 177.02(a); <br />(3) To accommodate access by community organizations to this-these <br />nonpublic forums only for the purpose of announcing community <br />events; <br />(3) To ensure that the announcements placed in or at dtis-- hese <br />nonpublic forums are of genuine community interest; and to ensure <br />that t4tis these nonpublic forums is are easily accessible by <br />community organizations; <br />(b) The regulations in this Chakter pertaining to the Citv's web site as <br />described in Section 177 0 1(a)(4) are enacted for the following purooses: <br />6 <br />
