i ? <br />CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2002-100 <br />BY: <br />Council Members Limpert and Dailey <br />AN ORDINANCE PROVIDING FOR THE SUBMISSION TO <br />THE ELECTORS OF THE CITY OFNORTH OLMSTED OFAN <br />AMENDMENT TO ARTICLE III, SECTION 5(a) OF THE <br />CHARTER OF THE CITY OF NORTH OLMSTED IN ORDER <br />TO ELIMINATE THE CHARTER REQUIREMENT THAT THE <br />MAYOR OB?'AIN THE CONCURRENCE OF TWO-THIRDS OF <br />THE MEMBER,S OF COUNCIL PRIOR TO REMOVING FROM <br />OFFICE THE DIRECTOR OF PUBLIC SERVICE, THE <br />DIRECTOR OF PUBLIC SAFETY, THE DIRECTOR OF <br />HUMAN RESOURCES, OR THE HEADS OFANY OTHER CITY <br />DEPARTMENTS OR DIVISIONS CREATED BY CHARTER <br />AND APPOINTED BY THE MAYOR, AND DECLARING AN <br />EMERGENCY. <br />WHEREAS, in the "real world," the Chief Executive is responsible for the success or failure <br />of the organization, and therefore is usually vested with the ability to hire and fire, as there are line <br />items budgets to accommodate; and <br />WHEREAS, it is the desire of this Council to submit to the electors a proposal to amend the <br />Charter so that it would no longer be necessary for the approval of 2/3 of Council to approve the <br />removal of a Director; <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, OHIO, TWO-THIRDS OF ALL MEMBERS <br />CONCURRING THAT: <br />SECTION 1: Pursuant to Article XVIII, Sections 9 of the Ohio Constitution, and Article XII <br />of the Charter of the City of North Olmsted, this Council authorizes and directs that the following <br />proposal to amend the Charter of the City of North Olmsted be submitted to the electors of the City <br />of North Olmsted at a special election to be held at the usual places of voting in the City on Tuesday, <br />November 5, 2002: <br />
