? <br />Urdinance No. 2002-52 <br />handicapped as to be unable ta move without the aid of crutches or a <br />wheelchair, or whose mobility is xestricted by a permanent cardiovascular, <br />pulmonary or other handicapping condition. <br />(2) "Person with a disability that iimits or impairs the ability to walk" has the <br />same meaning as in Ohio R.C. 4503.44. <br />(3) "Special license plates" and "removable windshield placard" mean any <br />license plates or removable windshield placard or temporary removable <br />windshield placard issued under Uhio RC. 4303.41 or 4503.44, and also <br />mean any substantially similar license plates or removable windshield <br />placard or temporary removable windshield placard issued by a state, <br />district, country or sovereignty. (ORC 4511.69) <br />shall be a,mended, and, as amended, shalt read in its entirety as follows: <br />"351.04 PARKING NEAR CURB. <br />(a) Every vehicle stopped or parked upon a roadway where there is an <br />adjacent curb shall be stopped or parked with the curb side wheels of the vehicle <br />paraliel with and not more than twelve inches from the curb, unless it is impossible <br />to approach so close to the curb; in such case the stop shall be as close to the curb <br />as possible and only for the time necessary to discharge and receive passengers or <br />to load or unload merchandise. <br />(b) This subsection does not appiy to streets or parts thereof where <br />angle parking is lawfully permitted. However, no angle parkitig sha11 be pennitted <br />on a State Route unless an unoccupied roadway width of not less than twenty-five <br />feet is availabie fnr fres-moving traffic. <br />(c) No vehicle shall be stopped or parked on a road or street with the <br />vehicle fa+cing in a direction other than the direction of travel an that side of the <br />road or street. <br />(d) Notwithstanding any provision of this Code or any rule, air <br />compressors, tractors, ttucks and other equipment, while being used in the <br />construction, reconstruction, installation, repair or removal of facilities near, on, <br />over or under a street, may stop, stand or park where necessary in order to <br />perform such work, provided a flagman is on duty, or warning signs or lights are <br />disptayed as may be prescribed by the Ohio Drirector af Transportation." <br />SECTIUN 2: That Section 351.20 of the Traffic Code, entitled "Handicapped Parking," <br />which presently rea.ds as follows: <br />"351.20 HANDICAPPED PARKING. <br />(a) Special parking locations and privileges for the handicapped shalt be provided and <br />designated at all offices and facilities af the City where parking is provided, whether owned, <br />rentecl or leased hy the City. Such locations shall be reasonably close to exits, entrances, <br />elevators, ramps and each handicapped parking space shall not be less than twelve by twenty feet. <br />(b) Special parking locations and privileges for handicapped may be designated at any <br />commercial establishment as may be provided by the owner or tenant thereof, in compliance with <br />the requirements of Section 351.04. <br />(c) For the purposes of this section, only persons who are handica.pped as defined by <br />Ohio R.C. 4511.69(H), and who have obtained and displayed either a special license plate or
