CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2002-69 <br />BY: MAYOR NORMAN T. MUSIA,L <br />AN URDINANCE AUTHORIZING THE DIItECTOR OF <br />PUBLIC SERVICE TO RECEIVE PROPOSAL5 AND <br />AUTHORIZING THE MAYOR TO ENTER INTO AN <br />AGREEMENT FOR DESIG1vING AND PREPARATION OF <br />DRAWINGS FOR THE REHABILITATION OF THE LOW <br />PRESSURE OXIDATION BUII.DING NO. 1(LPOl) RUOF; AND <br />DECLARING AN EMERGENCY. <br />WHEREAS, The City owns and operates a sanitary sewer system (the "North <br />Olmsted Sanitary Sewer System") which includes a collection system, tift stations, a <br />wastewater treatment plant and appurtenances, which system presently has the capacity to <br />collect and treat certain wastewater originating outside the City's corporate boundaries; and <br />WHEREAS, the numerous roofs at the North Olmsted Wastewater Treatment Plant <br />were between 16 and 37 years of age prior to the development af roof ng rehabilitatian <br />program in 1997; and <br />WHEREAS, the Wastewater Section began a sequenced rehabilitation program in <br />1998 for a11 the numerous roofs at the North Olmsted Wastewater Treatment Plant; and <br />WHEREAS, the membrane roofing materials used at the North Olmsted Wastewater <br />Treatment Plant since 1998 for reha.bilita,tion of the Pretreatment Building, the Sludge <br />Thickening Building, the Microscreen Building, the administrative area of the Low Pressure <br />Oxidation Building No. 2 and the Digester Building have been leak proof since their <br />sequenced installation; and <br />WHEREAS, both the segment of the LPOl roof that was constructed in 1960 and the <br />segment of the LPO 1 roof that was constructed in 1970 are leaking, are in the worst shape of <br />all non-rehabilitated roofs and is the building sequenced for rehabilitation in 2003; and <br />WHEREAS, the rehabilitation of both segments of the LPO1 roof will require design <br />effort foiiowed by the preparation of drawings useable by the City in preparing Bidding <br />Documents and subsequent Contract Documents; ana <br />WHEREAS, the rehabititation af both segments of the LPO1 roof is necessary to <br />protect the existing Odor Control B/C Group equipment and to a11ow for reuse of the other <br />portions of the building following the demolition of the Thermal Conditioning Unit No. 1 and <br />the vacuum filtration sludge dewatering equipment over the next three years; and <br />WHEREAS, the 2002 Budget Authorization for the Sewer Revenue Fund included a <br />Consultation Services Line Item amount of $25,000 for the preparation of drawings useable <br />by the City in preparing Bidding Documents and subsequent Contract Documents. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCII, UF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO:
