? <br />J a"-u? <br />CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2002-71 <br />BY.• Mayor Musial. <br />AN ORDINANCE CREATING NEW SECTION 141.08 OF <br />THE ADMINISTRATIVE CODE ENTITLED <br />"ENVIRONMENTAL SPECIALIS7'," IN ORDER TO CREATE <br />AND PItOVIDE FOR THE DUTIES OF THE POSITION OF <br />ENVIRONMENTAL SPECIALIST, AND DECLARING AN <br />EMERGENCY. <br />WHEREAS, it is the duty of the Council, under Article V, Section 1 of the Charter, to <br />provide for the organization of the various administrative departments of the City; and <br />WHEREAS, it is the desire of this Council to eliminate the position of Environmental <br />Engineer, and provide for a new position in the Department of Public Service to be entitled <br />"Environmental Specialist"; and <br />WHEREAS, it is further the desire of this Council to establish the general class of duties <br />of the said new position; <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, CUYAHOGA COUNTY, AND STATE OF OHIO: <br />SECTION 1: That there be and hereby is created new Section 141.08 of the <br />Administrative Code entitled "Environmental Specialist" which, as created, shall read as follows: <br />141.08 ENVIltONMENTAL SPECIALIST. <br />(a) There is hereby created in the Department of Public Service the position of <br />Environmental Specialist, which may be a full-time or part-time position, as determined by the <br />Director of Public Service. The Environmental Specialist shall be appointed by the Director of <br />Public Service and is subject to removal by the Director of Public Service. <br />(b) The Environmental Specialist shall be required to have a bachelors degree in civil <br />engineering, environmental engineering, chemical engineering, or environmental science. In <br />addition, the Environmental Specialist shall be required to have a working knowledge of the <br />basic principles of physics, chemistry, biology and bacteriology, as those sciences relate to the <br />collection, transport, treatment and analysis of wastewater, urban storm drainage, ground waters <br />and surface waters; be skilled in reading, interpreting and independently completing work from <br />blueprints, schematics, operation and maintenance manuals, and written instructions governing <br />operating procedures; and have the ability to: quickly and accurately perform standard and <br />special arithmetic calculations; quickly and accurately gain working familiarity with word <br />processing programs, spreadsheet programs, graphic presentation programs and the numerous <br />environmental specialty programs used routinely in the analysis of complex environmental <br />problems; quickly and accurately compose written memoranda, reports and operating <br />instructions; and quickly and accurately analyze and make reports regarding existing and <br />proposed federal and state environmental laws, regulations, rules, policies and forms. <br />?..., ...>.,. . ?.. _
