. (c) The Environmental Specialist shall report to, and be supervised by, the Director of Public Service, and shall consult with and advise the City Engineer, the Superintendent of the Wastewater Treatment Plant, and all other Department and Division Heads, in all matters of an environmental science nature involving the City of North Olmsted, including, but not limited to, matters relating to the collection, transport, treatment and analysis of wastewater, urban storm drainage, ground waters and surface water. The Director of Public Service shall determine and define the specific duties and assignments of the Environmental Specialist consistent with the general scope duties as outlined in this Section. SECTION 2: That the position of Environmental Engineer, as previously established by this Council, is eliminated and removed from the City organiza.tional chart effective with the effective date of this Ordinance. SECTION 3: That any Ordinance, or any part of any Ordinance, inconsistent or in conflict with this Ordinance is hereby repealed. SECTION 4: That this Ordinance is hereby declared to be an emergency measure immediately necessary for the preservation of the public health, safety and welfaxe, and for the further reason that it is necessary that this legislation go into effect immediateiy in order to provide for the continuity of environmental science services to the City of North Olmsted following the termination of the USEPA consent decree; and further provided it receives the affirmative vote of two-thirds of all members of Council, it shall take effect and be in force immediately upon its passage and approval by the Mayor.
