. <br />(c) The Environmental Specialist shall report to, and be supervised by, the Director of <br />Public Service, and shall consult with and advise the City Engineer, the Superintendent of the <br />Wastewater Treatment Plant, and all other Department and Division Heads, in all matters of an <br />environmental science nature involving the City of North Olmsted, including, but not limited to, <br />matters relating to the collection, transport, treatment and analysis of wastewater, urban storm <br />drainage, ground waters and surface water. The Director of Public Service shall determine and <br />define the specific duties and assignments of the Environmental Specialist consistent with the <br />general scope duties as outlined in this Section. <br />SECTION 2: That the position of Environmental Engineer, as previously established by <br />this Council, is eliminated and removed from the City organiza.tional chart effective with the <br />effective date of this Ordinance. <br />SECTION 3: That any Ordinance, or any part of any Ordinance, inconsistent or in <br />conflict with this Ordinance is hereby repealed. <br />SECTION 4: That this Ordinance is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfaxe, and for the <br />further reason that it is necessary that this legislation go into effect immediateiy in order to <br />provide for the continuity of environmental science services to the City of North Olmsted <br />following the termination of the USEPA consent decree; and further provided it receives the <br />affirmative vote of two-thirds of all members of Council, it shall take effect and be in force <br />immediately upon its passage and approval by the Mayor. <br />PASSED: <br />First Reading: , <br />Second Reading: <br />Third Readi X <br />Committee: ?Y-x,c <br />4? <br />? 4-'4 / o j- <br />ATTEST.• <br />BARBARA L.
