Ordinance No. 2002-72 an ordinance shall be a copy of the proposed request for proposals and the proposed personal services contract form. No personal services contract shall be for a period exceeding three years unless expressly authorized by Council. (B) Upon receiving authority from Council, the Director shall publicly announce that a contract is available from the City for providing such service. The announcement sha11: (1) Be made in a uniform and consistent manner and shall be made sufficiently in advance of the time that responses must be received from qualified firms for the firms to have an adequate opportunity to submit a statement of interest in the proposed personal services contract; (2) Include a general description of the personal services contract, a statement of the specific personal service required, and a description of the qualifications required for the personal service to be provided; (3) Indicate how qualified fums may submit statements of qualifications in order to be considered for a contract to provide the personal services; (4) Be sent to the following: (a) Each firm that has a current statement of qualifications on file with the City and is qualified to perform the required personal service; (b) To the news media, in a manner provided for by Council. 111.06 SELECTION OF FIRM FOR PERSONAL SERVICES CONTRACT. (A) For every personal services contract to be awarded, the Director shall evaluate the statements of qualifications of firms cunently on file, together with those that aze submitted by other firms specifically regarding the requested personal services contract, and may hold discussions with individual firms to explore further the firms' statements of qualifications, the scope and nature of the personal services the firms would provide, the various technical approaches the firms may take toward performing the personal services contract, and the price the firm will charge the City for the personal services to be performed. Following this evaluation, Director shall: (1) Seiect and rank no fewer than three firms which the Director considers to be the most qualified to provide the required personal services, except when the Director determines in writing that fewer than three qualified firms are available in which case the Director shall select and rank those firms; (2) Present to the Board of Control the Director's evaluation of the three, or fewer, firms selected, with the Director's recommendation as to the most qualified firm. (B) The Board of Control shall review the Director's evaluation of selected firms and shall award the personal services contract to the firm most qualified to perform the personal services at a price which is fair and reasonable to the City, and which shall be in an amount no greater than the maximum compensation for the subject personal services contract as established by City Council. (C) In determining which firm is most qualified to perform the personal services for the City, the Board of Control shall consider the following factors: (1) Assurances from the Director that the firm has a full understanding of the essential requirements involved in providing the required personal services; 3
