I . . . ... .. _ . <br />Ordinance No. 2002-72 <br />an ordinance shall be a copy of the proposed request for proposals and the proposed personal <br />services contract form. No personal services contract shall be for a period exceeding three years <br />unless expressly authorized by Council. <br />(B) Upon receiving authority from Council, the Director shall publicly announce that a contract <br />is available from the City for providing such service. The announcement sha11: <br />(1) Be made in a uniform and consistent manner and shall be made sufficiently in <br />advance of the time that responses must be received from qualified firms for the firms to have an <br />adequate opportunity to submit a statement of interest in the proposed personal services contract; <br />(2) Include a general description of the personal services contract, a statement of the <br />specific personal service required, and a description of the qualifications required for the <br />personal service to be provided; <br />(3) Indicate how qualified fums may submit statements of qualifications in order to be <br />considered for a contract to provide the personal services; <br />(4) Be sent to the following: <br />(a) Each firm that has a current statement of qualifications on file with the City and is <br />qualified to perform the required personal service; <br />(b) To the news media, in a manner provided for by Council. <br />111.06 SELECTION OF FIRM FOR PERSONAL SERVICES CONTRACT. <br />(A) For every personal services contract to be awarded, the Director shall evaluate the <br />statements of qualifications of firms cunently on file, together with those that aze submitted by <br />other firms specifically regarding the requested personal services contract, and may hold <br />discussions with individual firms to explore further the firms' statements of qualifications, the <br />scope and nature of the personal services the firms would provide, the various technical <br />approaches the firms may take toward performing the personal services contract, and the price <br />the firm will charge the City for the personal services to be performed. Following this evaluation, <br />Director shall: <br />(1) Seiect and rank no fewer than three firms which the Director considers to be the most <br />qualified to provide the required personal services, except when the Director determines in <br />writing that fewer than three qualified firms are available in which case the Director shall select <br />and rank those firms; <br />(2) Present to the Board of Control the Director's evaluation of the three, or fewer, firms <br />selected, with the Director's recommendation as to the most qualified firm. <br />(B) The Board of Control shall review the Director's evaluation of selected firms and shall <br />award the personal services contract to the firm most qualified to perform the personal services <br />at a price which is fair and reasonable to the City, and which shall be in an amount no greater <br />than the maximum compensation for the subject personal services contract as established by City <br />Council. <br />(C) In determining which firm is most qualified to perform the personal services for the City, the <br />Board of Control shall consider the following factors: <br />(1) Assurances from the Director that the firm has a full understanding of the essential <br />requirements involved in providing the required personal services; <br />3 <br />
