CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2002 - 73 <br />BY: MAYOR NORMAN T. MUSIAL <br />AN ORDINANCE DISPENSING WITH EMPLOYING AN RFP PROCESS AND <br />AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH FLOYD <br />BROWNE ASSOCIATES, ING FOR THE PURPOSE OF CREATING A MASTElt <br />PLAN FOR A DEVELOPING AREA WITHIN BOTH THE WILLOW WOODS <br />StIBDIVISION AND A SURROUNDING AREA OF OLMSTED TOWNSHIP <br />WITHIN THE NORTH OLMSTED SEA'ER DISTRICT, AND DECLARING AN <br />EMERGENCY <br />WHEREAS, the City owns and operates a sanitary sewer system (the "System") <br />which includes a collection system, lift stations, a wastewater treatment plant and <br />appurtenances, which system presently has the capacity to collect and treat certain <br />wastewater originating outside the City's corporate boundaries; and <br />WHEREAS, the last sanitary sewer system master plan for the System was <br />completed for the City by FLOYD BROWNE ASSOCIATES, INC. in September, 1968; <br />and <br />WHEREAS, in the June 2001 Clea.n Water Act, Section 208, Areawide Master <br />Plan Update, the Northeast Ohio Areawide Planning Agency (NOACA) reaffirmed the <br />appointment of the City as the Designated Managemerrt Agency (DMA) for a slightly <br />expanded North Olmsted Facilities Planning Area for which the System was planned in <br />1968 to eventually serve; and <br />WHEREAS, in June 2001, the Wastewater Section requested a quotation from <br />FLOYD BROWNE ASSOCIATES, INC. to complete necessary, additional sanitary <br />sewer system master planning for the area of the VVillow Woods Subdivision inside the <br />corporate iimits of the City as well as the portion of Olmsted Township in the slightly <br />expanded North Olmsted Facilities Planning Area; and <br />WHEREAS, FLOYD BROWNE ASSOCIATES, INC. provided a quotation on <br />May 1, 2002 for compieting the necessary, additional sanitary sewer system master <br />planning for the area of the Willow Woods Subdivision inside the corporate limits of the <br />City as well as the portion of Olmsted Township in the slightly expanded North Olmsted <br />Facilities Planning Area in the total amount of $15,500.00; and <br />?w.. ?.. ? _ <br />.. rt ? ... a?'r..er..... .p,+a, . _.,, ., . . .. . .
