CITY OF NORTH OLMSTED <br />ORDIIVANCE NO. 2002-99 <br />BY: Council Member Gareau <br />AN ORDINANCE PROVIDING FOR THE SUBMISSION TO <br />THE ELECTORS OF THE CITY OFNORTH OLMSTED OFAN <br />AMENDMENT TO ARTICLE III (THE MAY0R) OF THE <br />CHARTER OF THE CITY OF NORTH OLMSTED TO <br />AUTHORIZE ELECTED FIRST-TERM MAYORS TO MAKE <br />INTERIMDIRECTORAPPOL'VTMENTS, AND DECZARINGAN <br />EMERGENCYAS AMENDED. <br />BE IT ORDAINED by the Council of the City of North Olmsted, County of <br />Cuyahoga, Ohio, two-thirds of all members concurring that: <br />SECTION 1: Pursuant to Article XVIII, Section 9 of the Ohio Constitution, and Article XII <br />of the Charter of the City of North Olmsted, this Council authorizes and directs that the following <br />proposal to amend the Charter of the City of North Olmsted be submitted to the electors of the City <br />of North Olmsted at an election to be held at the usual places of voting in the City on Tuesday, <br />November 5, 2002: <br />That Article III of the Charter be amended by adding a new Section 6, entitled <br />"INTERIM DIRECTOR APPOINTMENTS," which shall read as follows: <br />Article III <br />THE MAYOR <br />SEC. 6 INTERIM DIRECTOR APPOINTMENTS. <br />(a) Definitions. <br />"Appointed Director" sha11 mean the following Directors: Director of Public Service, <br />Director of Public Safety, Director of Human Resources, and any other non-elected Director <br />who, under the Charter, is appointed by the Mayor. <br />(b) Power to Make Interim Ap.pointments. <br />When the term of any appointed Director ends, pursuant to Section 5(a) of this <br />Article, as the result of the end of a Mayor's term of office, a newly elected, first-term Mayar, <br />without the consent or concurrence of Council, may make an irrterim appointment to fill the <br />vacancy in that Director's office. The said newly elected, first-term Mayor shall be permitted <br />to make, during his or her term of office, only one interim appointment in each Director's <br />office. <br />
