CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2008 -144 <br />BY: Council Members Barker, Dailey Jones, Kearney, Mahoney and Orlowski <br />AN ORDINANCE ESTABLISHING AND FIXING THE <br />COMPENSATION FOR THE DIRECTOR OF LAW OF THE CITY <br />OF NORTH OLMSTED FOR THE TERM OF OFFICE <br />COMMENCING JANUARY 1, 2010 AND ENDING DECEMBER 31, <br />2013, AND DECLARING AN EMERGENCY, AS AMENDED. <br />WHEREAS, the Charter of the City of North Olmsted, at Article IV, Section 6, <br />requires the Council to fix the compensation for all elected officials at least thirty (30) <br />days prior to the filing date of nominating petitions for terms beginning on the next <br />succeeding 1 S` day of January; and <br />WHEREAS, it isthe desire of this Council to establish the compensation for all <br />elected officials in compliance with the Charter's requirements; and <br />WHEREAS, this Council recognizes that this City will be facing severe financial <br />hardship over the next several years which will require economic sacrifice on the part of <br />all City officials and employees; and <br />WHEREAS, this Council believes that this financial hardship facing the City will <br />be most effectively addressed if the City's elected officials-who are the leaders of the <br />City government, lead the way in making such economic sacrifices first; and <br />WHEREAS, the Charter of the City of North Olmsted does not require the <br />Director of Law to be a full-time position; and <br />WHEREAS, this Council, in adopting Ordinances 2002-05 on January 15, 2002, <br />and 2006-53 on March 21, 2006, reorganized the City of North Olmsted Law Department <br />to specifically include a full-time assistant law director position and a full-time secretary <br />position so that there would at all times be at least two full-time personnel located in the <br />Law Department at City Hall to provide for the day-to-day legal needs of the <br />Administration and Council; and <br />WHEREAS, this Council has reviewed the salaries for Directors of Law in the <br />surrounding West Shore communities and finds that, if the Director of Law for North <br />Olmsted in the next term performs the duties of the office on a part-time basis supported <br />by an assistant law director and secretary located at City Hall, the salary of the Director <br />of Law may be significantly reduced and it will then be more comparable to the salaries <br />of the other part-time Directors of Law in the West Shore area who either have full-time <br />support staffs at their City Halls or whose private law firms receive additional hourly <br />compensation for non-routine legal services provided;
