Service. A copy of the said Request for Proposals and a sample Personal Services Agreement are attached to this Ordinance, respectively, as Exhibits A and B. SECTION 2: That the Mayor be and he hereby is authorized, upon approval of the Board of Control, to enter into an agreement or agreements with the firm selected in the RFP process. Said agreement shall be in the form of the Agreement attached to this Ordinance as Exhibit B, with such additional modifications and changes in form or in substance that are not substantially adverse to the City and which are approved by the Director of Law. The character of any such changes as not being substantially adverse to the City shall be evidenced conclusively by the execution of the agreement by the Mayor and the approval of the agreement by the Director of Law. SECTION 3: That this Ordinance is hereby declared to be an emergency measure immediately necessary for the preservation of the public health, safety and welfare and for the further reason that it is necessary that this legislation go into effect immediately because the RFP process must be initiated immediately upon the passage of this legislation in order that the selection process be completed and a contract entered into with the firm selected by February 2008 when the current Division of Engineering contract expires, and further provided that it receives the affirmative vote of at least two- thirds of the members of this Council, it shall take effect and be in force immediately upon its passage and approval by the Mayor. f? , PASSED: l?d ATTEST.• BARBARA L.
