<br />CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2008 -106 <br />BY: The Mayor and the Entire City Council <br />A RESOLUTION OPPOSING THE PROPOSAL OF THE GREATER <br />CLEVELAND REGIONAL TRANSIT AUTHORITY ("GCRTA') TO <br />RED UCE B US TRANSPOR TA TION SER VICES TO THE RESIDENTS OF <br />THE CITY OF NORTH OLMSTED, BY ELIMINATING THE NUMBER 96F <br />AND 87F ROUTES, AND MODIFYING THE NUMBER 75X ROUTE SO AS <br />TO CANCEL ALL WEEKDAY DIRECT SERVICE TO DOWNTOWN <br />CLEVELAND, AND DECLARING AN EMERGENCY. <br />WHEREAS, the North Olmsted Municipal Bus Line ("NOMBL"), Ohio's oldest public <br />bus line until it merged with the GCRTA in 2005, for 74 years provided high quality bus <br />transportation services to the residents of North Olmsted and surrounding communities; and <br />WHEREAS, the Number 87F (Westwood I-90), 96F (Butternut-Hilliard) and 75X routes, <br />are all important bus routes formerly operated by NOMBL which provided vital transit services <br />for the residents of the City of North Olmsted and surrounding communities for many, many <br />years; and <br />WHEREAS, the Number 75X route, which provides bus transportation for residents from <br />the Lorain County Line on Lorain Road in North Olmsted to downtown Cleveland, has been in <br />operation since 1931, and is one of the most important and critical routes for bus service for <br />North Olmsted and other western suburb residents desiring to travel directly by bus to downtown <br />Cleveland; and <br />WHEREAS, the Greater Cleveland Regional Transit Authority ("GCRTA"), which now <br />operates these bus routes fortnerly operated by NOMBL, has proposed to eliminate the Nur _'_)er <br />96F and 87F routes, and to modify the Number 75X route so that it no longer provides weekday <br />direct bus service to downtown Cleveland; and <br />WHEREAS, the Number 96F, 87F and 75X routes all provide important, and sometimes <br />critically important, bus transportation services to residents in North Olmsted and surrounding <br />western suburbs of Cuyahoga County, especially to elderly and lower income residents who are <br />very dependent upon these routes in the course of their daily lives; and <br />WHEREAS, if the Number 87F and 96F bus routes are eliminated, and the 75X bus route <br />is modified as proposed, it will result in the loss of transportation services that are vital to the <br />needs of many residents in the western suburbs of Cuyahoga County, especially to elderly, lower <br />income and other transportation-dependent residents; and <br />WHEREAS, it is particularly egregious for the GCRTA to consider and propose in such <br />difficult economic times the elimination and modification of such vital bus services to Cuyahoga <br />County suburban bus riders, given that the suburban residents of Cuyahoga County, through ttieir <br />payment of sales taxes, provide a large portion, if not the majority, of the revenues received by <br />the GCRTA for its mass transportation operations within Cuyahoga County, and are accordingly <br />entitled to receive from GCRTA a fair and reasonable level of suburban bus services;
