<br />CITY OF NORTH OLM5TED <br />RESOLUTION NO. 2008 - 103 <br />BY: Mayor O'Grady <br />A RESOLUTION AUTHORIZING THE MAYOR OF THE CITY OF <br />NORTH OLMSTED TO ENTER INTO AN AGREEMENT WITH THE <br />MEMBER COMMUNITIES OF THE WESTSHORE COUNCIL OF <br />GOVERNMENTS ("WCOG"), THE WESTSHORE ENFORCEMENT <br />B UREA U("WEB "), AND THE CITY OF CLEVELAND, PROVIDING <br />FOR THE INTERCHANGE OF BOMB SQUAD AND SWAT <br />SERVICES BETWEEN AND AMONGST THE VARIOUS <br />PARTICIPATING CITIES, AND DECLARING AN EMERGENCY. <br />WHEREAS, the City of North Olmsted has been a member of the Westshore Council <br />of Governments ("WCOG") and the Westshore Enforcement Bureau ("WEB"), each of which <br />includes the cities of Bay Village, Fairview Park, Lakewood, Westlake, North Olmsted, and <br />Rocky River, since 1971; and <br />WHEREAS, the Administration proposes, on behalf of the City of North Olmsted, to <br />enter into an agreement with the various member communities of the Westshore Council of <br />Governments ("WCOG"), the Westshore Enforcement Bureau (°WEB"), and the City of <br />Cleveland, that would provide for the interchange of bomb squad and SWAT services between <br />and amongst the various participating cities; and <br />WHEREAS, it is the desire of this Council to so authorize the Mayor to execute and <br />enter into the said agreement on behalf of the City of North Olmsted; <br />NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION 1: That the Mayor be and he hereby is authorized to execute and enter into <br />an agreement with the member communities of the Westshore Council of Goverrunents <br />("WCOG"), the Westshore Enforcement Bureau ("WEB") and the City of Cleveland, <br />providing for the interchange of bomb squad and SWAT services between and amongst the <br />various participating cities, in accordance with the four-page Agreement that is attached to this <br />legislation as Exhibit A, with only such changes not adverse to the City as are acceptable to <br />the Mayor and the Director of Law. The character of any terms and conditions in such <br />agreement as not being substantially adverse to the City shall be evidenced conclusively by the <br />execution of the agreement by the Mayor and the approval of the agreement by the Director of <br />Law.
