12.08 The Employer shall cause the Healih Care Ylan to be a qualified Ylan under Section 125 <br />of the Internal Revenue Code. <br />12.09 Effective January 1, 2008, a new health cal•e advisory team (HCAT) shall be formed and <br />shall tneei foi• the purpose of creating or revising the curreni health care coverage/plans for <br />employees of the City. The HCAT shall consist of sixteen (16) employees who must be selected <br />from the following employee groups: <br />One (1) employee from Corrections, One (1) employee from Dispatch, Two (2) <br />employees from Clerical/Technical, Two (2) employees from Service, two (2) employees <br />fi-oin Fire, Two (2) employees from Police, Two (2) employees from NOMBL, Two (2) <br />non bargaining unit employees, and Two (2) employees from Administration. The <br />Employer shall provide advisors of facilitators to assist the HCAT regarding health care. <br />The HCAT shall be required to review the City's current health care plans for medical, <br />dental, and vision benefits, aild shall recommend to the City Coi.uicil new or revised plans <br />that are competitive in the health care market, and that will achieve thegoals of <br />promoting cost containment within the plan and minimize premium contributions by <br />employees. In fulfilling its mission, the HCAT shall consider office co-pays, prescription <br />drug rates, deductibles, maximum out of pocket costs, wellness programs, and such other <br />plan attributes and other related matters that will achieve the goals set forth above. <br />Within six (6) months following its first ineeting, the HCAT shall vote to recommend <br />proposed new or revised health care plans that meet the goals set froth above. If a <br />inajority of all members of the HCAT approve such recoinmendations, it shall be <br />forwarded to City Council for its approval. City Council shall retain the final authority to <br />act on the HCAT's recommendations. <br />ARTICLE XIII CLO"I'HING ALLOWANCE <br />13.01 All employees sha11 maintain duty uiuforms as mandated by the Rules and Regulations. <br />13.02 All new police officers, immediately upon coinpleting the selection process and prior to <br />appointment shallbe provided two (2) duty unifornis, one (1) uniform cap, one (1) lightweight <br />jacket, one (1) winter jacket, and one (1) pair ofboots. All clothing provided and/or clothing <br />allowance paid shall be surrendered to the Employer in the event the employee fails to complete <br />the probationary period. <br />13.03 Effective January 1, 2008, all fiill-time bargaining uiut inembei-s shall receive an amlual <br />clothing allowance of one thousand three hundred fifty ($1,350.00) dollars payable with the first <br />regular pay check in January for the duration of tlus Agreement. <br />13.04 Clothing allowance shall be pro-rated per month in the einployee's final year of <br />employment.
