<br />or more issues; or promotes any candidate, party, issue, levy, referendum or other
<br />matter eligible to be voted upon in any general, primary or special election.
<br />(z) "Windblown devices" means objects designed to inform or attract attention, all or
<br />part of which is set in motion by or remains inflated by wind, mechanical,
<br />electrical or any other means.
<br />1163.03 PERMIT REQUIRED.
<br />(a) Except as provided in Section 1163.04, it shall be unlawful for any person to erect
<br />any sign or other advertising structure without first obtaining an erection permit from the
<br />Building Commissioner and making payment of the fee required by Section 1163.07.
<br />(b) No permit is required far repair, repainting, or other maintenance that does not
<br />alter a sign.
<br />1163.04 EXEMPTIONS TO PERNIIT REQUIREMENT.
<br />The following signs are exempt froin the pennit requirement contained within Section
<br />1163.03:
<br />(a) Signs that are an integral part of the original construction of vending or similar
<br />machines, fuel pumps or similar devices;
<br />(b) Cornerstones, dedications and other similar building plaques or architectural
<br />elements incorporated into a building, in materials and colors compatible with the
<br />building design, displaying only the building's name, owner's name, architect's
<br />name, date(s) of construction, brief dedication or other historical information, and
<br />not exceeding eight (8) square feet in total area;
<br />(c) Signs which are attached to the iiisicie of a window, do not exceed ten (10) square
<br />feet in sign face area, aild do iiot cover more than twenty-five percent (25%) of the
<br />area of the window pane;
<br />(d) Signs which are an integral part of the historic character of a structure that has
<br />been designated an official landniark or historic structure by any agency or body
<br />of the governments of the United States, State of 011io, Cuyahoga County or City
<br />of North Olmsted.
<br />(e) Hand-held signs not set on or affixcd to the ground;
<br />(f) Temporary signs except thosc i-egulated by 1163.34(b)(3).
<br />(g) Monuments and markings within a cemetecy;
<br />(h) Any address numbers requireci by the Section 1351.01 of the Codified Ordinances,
<br />unless larger than six (6) inchcs in heig]Zt.
<br />1163.05 APPLICATION FOR ERI?C'1'ION PERMIT
<br />Application for an erection perinit sh?ill be made to the Building Commissioner and shall
<br />contain and have attached the following inform?itioii and/or documentation:
<br />(a) Name, address and telephone iiurnber of the applicant.
<br />(b) Location of building, structure, or lot to which or upon which the sign or other
<br />advertising strueture is to be attached or erectcd.
<br />(c) Drawing depicting the position ol'tlie sign or other advertising strueture in relation
<br />to any buildings, struchires, stl-ects or drives within a distance of one hundred fifty
<br />(150) feet, measured in a straight line witllout regard to intervening buildings,
