<br /> <br />.?? <br />BZD Committee - Amended Version <br />structures, streets or drives. <br />(d) Two blueprints or ink drawings of the plans and specifications and method of <br />construction and attachment of the sign or advertising structure to the building or <br />into the ground. <br />(e) Name of the person erecting the sign or advertising structure. <br />(f) Written consent of the owner of tlle building, structure, or land to which or on <br />which the sign or advertising sh-ucture is to be erected. <br />(g) Any information, calculations, or documentation required by the State Building <br />Code, the local Building Code, and other applicable ordinances of the City. <br />1163.06 PERMIT ISSUANCE. <br />(a) Upon receipt of a complete aiid accLirate application for an erection permit <br />complying with Section 1163.05, the Building Commissioner shall examine the plans and <br />specifications and the premises upon which the proposed sign or advertising structure shall be <br />erected. <br />(b) Unless the applicant applies for a variance from a provision ar provisions of the <br />Zoning Code in order to erect his sign or advcrtising structure as proposed, or the applicant <br />engages in other conduct which directly causes delay, the Building Commissioner shall make a <br />determination on the erection permit application within ten (10) business days. In the event of a <br />variance request, or other delay occasioned by conduct of the applicant, the Building <br />Commissioner's time for making a determination tmder this section shall be extended for a period <br />of time equal to the time period during which the variance application is pending, or to the period <br />of time of other delay occasioned by eonduct of the applicant, whichever is applieable. In case of <br />an extenuating cireumstance, the Building Comrnissioner may apply to the Director of Public <br />Safety for an eXtension of the time in which to complete his review, not to exceed an additional <br />ten (10) business days. In determining whethcr to gcant this extension, the Director of Public <br />Safety shall consider the reasons offered in cxplanation of the delay and balance them against the <br />hardship to the applicant arising from an extcnded tinie for determination. <br />(c) Failure of the Building Commissioner to issue a permit within the required ten <br />(10) business days or, if an extension has bccil obtained, within the time permitted by the <br />extension, shall be construed to be an issuance o E the pernut, upon the lapse of the last day upon <br />which the Building Commissioner iiiay, pursuant to paragraph (b) above, make his <br />determination. <br />(d) If the proposed sign or advertising structure complies with this and all other <br />applicable laws and ardinances of the City, thc E3uilding Comiilissioner shall forthwith issue the <br />requested permit upon receipt of the appropriatc fecs. If the Building Commissioner determines <br />that the application should be denied, l1e sh.111 issLie a written stateinent contemporaneous with <br />his decision, explaining the reason or rcasons 107- the denial. <br />(e) If an application for an erection pcrmit is part of a lot development or <br />redevelopment proposal made pursuant to Ghaptcr 1126 of this Zoning Code, then the permit <br />issued by the Building Commissioner shall bc a temporary permit only pending final approval by <br />the City of the lot development or redevelopmcr?t proposal pursuant to the provisions of said <br />Chapter 1126. Said temporary permit shall become pennanent only upon the applicant erecting <br />the applied for sign or signs, or modifying alrcac(y crected sign or signs, in a manner which meets <br />all structural and locational requirements niadc ?i coliciitioa of the City's final approval of the lot <br />
