22.3 In the event a portion of this Agreement is rendered invalid, as set forth above, upon <br />written notification of either party, the parties shall meet within thirty (30) days to negotiate a <br />lawful alternative. <br />ARTICLE XXIII SUCCESSORS <br />23.1 This Agreement shall be binding upon successors and assigns of the parties hereto, and <br />no provisians, terms, or obligations herein contained shall be affected, modified, altered, or <br />changed in any respect whatsoever by the consolidation, merger, annexation, transfer, or <br />assignment of either party hereto, or by any change geographically or otherwise in the location or <br />place af business of either party. <br />ARTICLE XXIV ASSOCIATION BUSINESS AND MEETINGS <br />24.1 Not more than five (5) members of the Association either elected or appointed by the <br />Association for the purpose of negotiating with the Employer, shall be allowed time off for all <br />meetings with the Employer, which shall be mutually set by the Employer and the Association. <br />24.2 The Employer agrees that the Association shall be permitted to hold meetings at the Fire <br />House as long as the meetings do not interfere with the regular activities of the Fire Department. <br />AdditiQnally, all Association members shall be allowed to attend all Association meetings <br />provided the Association members rexnain in service and receive approval of the Fire Chief, <br />which approval shall not be unreasonably withheld. <br />24.3 Such meetings must be apgroved in advance by the Fire Chief and axe limited to <br />members of the Association, unless otherwise approved by the Fire Chief, which approval shall <br />not be urueasonably withheld. <br />24.4 For the purpose of Association business, the Employer shall acknowledge a Comp Time <br />Bank into vvhich members of the Association contribute hours. <br />24.5 The Associatian shall maintain an address and phone number for its official business <br />separate from City government addresses and phone numbers. The Association shall not use any <br />City governxnent address or phone number for Association or Association related business. <br />24.6 Employees elected or appointed by the Association to represent the Association may be <br />granted up to four (4) twenty-four (24) hour shifts per year for attendance at regular and special <br />meetings, state and national conferences and/or worker's compensation seminars, with the <br />approval of the Fire Chief, which approval shall not be unreasonably withheld. It is understood <br />that the attendance will not be approved if it will incur overtime, at the time the approval is <br />granted. Additional time may be granted at the sole discretion of the Fire Chief. <br />ARTICLE XXV HOURS OF WORK <br />25.1 Beginning January l, 2003, the basic work week for Line Personnel assigned to platoon <br />duty shall be an average of fifty and four-tenths (50.4) hours. <br />24
