A. Determine matters of inherent managerial policy which include, but are not <br />limited to areas of discretion or policy such as the functions and programs of the <br />public Employer, standards of services, its overall budget, utilization of <br />technology, and organizational structure; <br />B. Direct, supervise, evaluate and hire employees; <br />C. Maintain and improve the efficiency and effectiveness of governrnental <br />operations; <br />D. Detern7ine the overall methods, process, means, or personnel by which <br />governtnental aperations are to be conducted; <br />E. Suspend, discipline, demote, or discharge for just cause, or lay off, transfer, <br />assign, schedule, promote, or retain employees; <br />F. DeterTnine adequacy of the wark force; <br />G. Deternune the overall mission af the Employer as a unit of government; <br />H. Effectively manage the work force; <br />1. Take actions to carry out the rnission of the public Employer as a governmental <br />unit. <br />The employer is not required to bargain on subj ects reserved to the management and <br />direction af governmental unit excepz as affect wages, hours, Lerms and conditions of <br />einployment, and the cantinuatian, rnodificatian, or deletion of an existing provision of a <br />collective bargaining agreement. A puhlic Employee or exclusive representative may raise <br />legitirnate cornplaint ar file grievance based an the collective 'bargaining agreement. <br />ARTICLE V DUES DEDUCTIONS <br />5.1 The Employer agrees to deduct regular monthly Association dues from wages of those <br />employees who have volurttarily signed dues deduction authorization forms permitting such <br />deductions. The dues deductions shall be made from the second paycheck of every month. <br />52 The Employer agrees to dec3uct from the salary of any employee, who is not a member of <br />the Association, to pay to the Association by way of payroll deduction, a Fair Share Fee, as <br />determined by the Treasurer of the Association but not to exceed the dues paid by Association <br />members. <br />5.3 A check in the amount of the total dues and Fair Share Fees withheld from those <br />employees authorizing dues and Fair Share Fee deductions shall be tendered to the Treasurer of <br />the Association within fourteen (14) days from the date of those deductions. The Employer shall <br />supply the Association with a list of those employees for wham deduction has been made. <br />,?
