Ordinance No. 2008-69 <br />electors of the City of North Olmsted at municipal election to be held at the usual places of <br />voting in the City on Tuesday, November 4, 2008: <br />That Article VI, Section 3 of the Charter be amended as follows to remove the position of <br />Fire Chief from the classified service of the City of North Olmsted: <br />"SEC.3. DUTIES. <br />The Civil Service Commission shall prescribe, amend, and enforce rules for the <br />classification of offices, positions, and employment in the Civil Service of the City; for <br />examinations and resignation therefor; for appointments, promotions, removals, transfers, lay- <br />offs, suspensions, reduction and re-instatement therein; for appeals to the Commission; and for <br />standardizing positions and maintaining efficiency therein. Therefore, positions under the <br />Civil Service Commission shall be divided into Classified and Unclassified Service. <br />A. The Unclassified Service shall include: <br />1. All officers elected by the people. <br />2. All directors of departments. <br />3. The members of all boards or commissions appointed by the Mayor or <br />the Council. <br />4. The Clerk of Council and the secretary of the Civil Service Commission. <br />5. Superintendent, Assistant Superintendent, Division Heads, and <br />Assistants to Division Heads, except the Police Chief a~a Fir-e r'' <br />6. All unskilled laborers. <br />7. Three secretaries, assistants or clerks to the Mayor, one (1) secretary to <br />each Director or Department Head, and all temporary part-time office <br />help. <br />B. The Classified Service shall comprise all positions not specifically included in <br />this Charter in the Unclassified Service." <br />SECTION 2. If the foregoing proposal receives the affirmative vote of a majority of the <br />electors voting thereon, then the said amendments to Article VI, Section 3 of the City Charter <br />shall be effective on January 1, 2009. <br />SECTION 3. It is the desire of the Council that the ballot for said question shall be in <br />substantially the following form: <br />PROPOSED CHARTER AMENDMENT <br />A majority affirmative vote is necessary for passage. <br />Shall Article VI, Section 3 of the Charter be amended to remove <br />the position of Fire Chief from the classified civil service in order <br />to enable the Director of Public Safety to appoint the Fire Chief <br />through an open competitive interview process, rather than a <br />promotional civil service examination. <br />2
