Limpert <br />Director of Public Services <br />City of North Olmsted <br />5200 Dover Center Road <br />North Olmsted, Ohio 44070 <br />Re: Proposal for Professional Engineering Services <br />Wastewater Treatment Plant and System Improvements <br />Dear Mr. Limpert: <br />ATS Engineering, Inc. (ATS) appreciates the opportunity to provide you this proposal for <br />Professional Engineering Services regarding the Wastewater Treatment Plant and System <br />Impravements. We have completed our initial Operations Study and have prepared this <br />proposal in response to your request. We are a hands-on operations fircn that has the <br />strong technical expertise along with a common sense approach to utility operation, <br />management, and design. We believe our experience with facility evalnations, utility <br />assessment, management, planning, design and engineering provides an excellent team <br />for the services requested. <br />ATS successfully completed our initial project with the City of North Olmsted that <br />included evaluating your current wastewater rate structure, necessary rate increases to <br />operate the existing faciliry and to insure that proper rate structure is in place to fund the <br />improvements of the Wastewater Treatment Plant and Collection System: In addition, <br />ATS conducted an Operations Study of the Wastewater Treatment Plant that identified <br />major deficiencies in the plant. Finally, a third component of our study conducting <br />, included a Plant Staff`uig Study. The findings and these studies were presented in a <br />' public meeting to the City of North Olmsted Council. Based on those fmdings and <br />presentation, we have prepared a proposal for additional services. <br />! ATS has assisted the City in submitting the Nomination Application to the Ohio EPA, <br />Division of Environrnental and Financial Assistance (DEFA) to secure funding for the <br />? entire project identified in the Operations 5tudy. The project was accepted by DEFA and <br />put on the Priority List for funding. ATS also assisted the City of North Olmsted with <br />i submitting a low interest (3.25%) loan application to DEFA for conducting the required <br />? Planning/Prelirninary Engineering Report (PER) portion of the project. On December 20, <br />2007 the City received approval from DEFA for the loan.
