Tbe Flan contains information on the atructure, governancc, <br />operations, managemcnt, fltnding; and policies of the Aggregation Program to be utili7ad for <br />participating eonsumers in member commuaities. <br />NOPECB pUfpOSe in preparing this Plan is to dcscribe thc uniform approuh tu a <br />consumcr Aggregation Program undcrtaken by ita mcmbcr conununiries. Tbrough NOPEC, the <br />member communities acek to represent eonsumer interests in wncrging campeticive markeis tor <br />electricity. 1+tOPBC seeks to aggcegate cansumers to negotiate the best rates availshle for the <br />supply nnd disfibution of alcctricity and ta advanca consumer protection icr al) eligible <br />residents, achaols, churches, husinesses and industriee, and governmentat entiries. NOPEC acts <br />as agent [or iu member communides and overgees manageriat, ta:hnieal, and fina.aciat resources <br />to acqu'ue service and finaneiai guantntee9 sufFicient to protxt consumers and the electrie <br />distribution utiliry. <br />Combining conaumex utterests of the NOFEC member cammunitics increases leverage, <br />resources, and buyieg power of partieipstieg consumers in member comitanities.
