s I <br />CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2000-156 <br />BY: COUNCIL MEMBER MILLER <br />A RESOLUTION URGING THE CUYAHOGA COUNTY <br />BOARD OF ELECTIONS TO DISCONTINUE THE USE OF <br />THE "BUTTERFLY-TYPE" BALLOT IN ALL FUTURE <br />ELECTIONS IN CUYAHOGA COUNTY, OHIO, AND TO <br />EXPEDITE PLANS FOR THE CONSIDERATION OF <br />ELECTROIVIC BALLOTING IN CUYAHOGA COUNTY, <br />OffiO, AND DECLARING AN EMERGENCY. <br />WHEREAS, in this year's Presidential elections, American citizens came to <br />learn what a"butterfly-type" ballot is, and the confusion it caused to thousands of <br />voters, in Palm Beach County, Florida; and <br />WHEREAS, a form of "butterfly-type" ballot, wherein multiple candidate <br />names were placed on facing pages, was used by the Cuyahoga County Board of <br />Elections in several of the County's judicial races; and <br />WHEREAS, a number of citizens of North Olmsted have complained to <br />members of this Council about the confusion caused by the use of a butterfly ballot in <br />the said County judicial races; and <br />WHEREAS, because the right to vote in America is so precious and <br />fundamental to our democratic system that any ballot form which tends to promote <br />confusion among voters is a ballot form which should discontinued; and <br />WHEREAS, in a day and age where average citizens now routinely perform by <br />electronic means such important functions in their daily lives as depositing and <br />transferring funds into and out of their bank accounts, there exists no reason why these <br />same citizens should not be provided with the means to cast their ballots in elections <br />electronically; and <br />WHEREAS, this Council believes that electronic voting may eliminate some of <br />the problems which confronted citizens in North Olmsted, as well as Americans all <br />across the country, in the recent general elections; and <br />WHEREAS, this Council therefore wishes to urge the Cuyahoga County Board <br />of Elections to discontinue its use of the butterfly-type ballot in all future elections in <br />this County and to expedite its plans for consideration of electronic balloting in future <br />elections; <br />??
