l <br />issue authorized by Ord. No. 2000-78 is passed by the voters of the City. The Agreement shall <br />be substantially in the form presented to this Council and on file with the Clerk, subject to such <br />changes, insertions and omissions which are consistent with this Ordinance and are not <br />substantially adverse to the City and as may be approved by the Mayor, which approval shall be <br />conclusively evidenced by the execution of the Agreement. <br />Section 3: That this Council finds and determines that all formal actions of this Council <br />concerning and relating to the adoption of this Ordinance were taken in an open meeting of this <br />Council and that all deliberations of this Council and of any committees that resulted in those <br />formal actions were in meetings open to the public in compliance with the law. <br />Section 4: That this Ordinance be and the same is hereby declared to be an emergency <br />measure necessary for the immediate preservation of the public health, safety and welfare of the <br />City, and for the further reason that this Ordinance is required to be immediately effective in order <br />to maximize the potential benefits of electricity deregulation through group purchasing for lower <br />electricity rates, as provided herein; wherefore, this Ordinance shall be in full force and effect <br />immediately upon its adoption and approval by the Mayor. <br />PASSED: <br />First Reading: / o/ 3 0" <br />Second Reading: l0 <br />Third Reading: <br />Committee: ,??e??,?`.?i?.P?<e. <br />ATTEST.• <br /> <br />L.
