<br />ARTICLE 1 <br />PREAMBLE <br />This Collective Bargaining Agreement is hereby entered into by and between the City of North <br />Olmsted ("Employer" or "City") and American Federation of State County and Municipa] <br />Employees, ("AFSCME"), Ohio Council 8 and AFSCME Loca13517, NOMBL ("Union"). <br />ARTICLE 2 <br />INTENT OF AGREEMENT <br />The City and AFSCME Ohio Council 8, and AFSCME Local 3517, NOMBL now desire to enter <br />into an agreement reached through collective bargaining which will have for its purposes, among <br />others, the foIlowing: (1) to recognize the legitimate interest of the employees represented by the <br />Union to participate through collective bargaining in the determination of the terms and conditions of <br />their employment; (2) to promote fair and reasonable working conditions of their employment; (3) to <br />promote individual efficiency in service; (4) to avoid interruption or interference with the efficient <br />operation of the City's business; and (5) to provide a basis for the adjustment of matters of mutual <br />interest. <br />ARTICLE 3 <br />RECOGNITTON <br />The Employer hereby recognizes the AFSCME Ohio Council 8, and Loca13517, NOMBL as the <br />exclusive representative for negotiating wages, hours, terms and other conditions of employment for <br />the bargaining unit consisting of full-time bus operators, mechanics, hostlers, equipment servicers and <br />material handlers, excluding the Service Director, General Manager, Operations Manager, <br />Maintenance Manager, Zone Supervisor, Assistant Maintenance Manager, Secretary, and all other <br />non-transit employees of the Employer. <br />ARTICLE 4 <br />LTNION SECURITY <br />Section 4.01 All employees who are covered by this agreement who are not members of the <br />AFSCME Loca13517, NOMBL, and who have been employed by the Employer as a condition of <br />employment, shall after sixty (60) days foltowing the beginning of full-time employment pay a fair <br />share equal to that portion of the dues and assessments required to be paid by members of the Union <br />which are chargeable expenses. Said fair share shall be paid by payroll deduction as provided in this <br />Article. The Union will provide a listing of all current members to the General Manager. <br />Section 4.02 The Employer shall deduct from the second pay of each month of each member <br />of the Union who has authorized such deductions any dues, initiation fees, and assessments the Union <br />may adopt. The Employer shall deduct from the second pay of each month for each employee <br />covered by this agreement who is not a member of the Union a fair share equal to the amount of dues, <br />fees and assessments required to be paid by members of the Union which constitute chargeable <br />expenses. The Employer shall transmit to the AFSCME Ohio Council 8 on or before the first <br />working day of the following month all moneys withheld during the second pay of each month, <br />
