I <br /> <br />The p? ro'ect consists in the intersection improvements at Clague Road and Lorain Road. <br />, Clague Road is classified as an urban arterial, and serves as a connector between I-480 <br />' and I-90. It is a two-lane road for most of its length, except at the intersection with <br />Lorain Road where short left turn lanes are provided. Traffic along the project axea is <br />characterized by extreme congestion during rush hours and long waiting lines on Clague <br />Road for left turns onto Lorain Road. <br />At the intersection itself, the properties are commercial (three gas service stations and one <br />food establishment), but beyond Lorain Road most of the Clague Road corridor is <br />residential. <br />The work will meet the requirements of the Request for Proposal dated July 12, 2000. <br />The following narrative explains our specific understanding of the project, the outline of <br />our intended approach, and a preliminary project schedule. <br />Several key issues will need to be addressed as early as possible within the design period <br />to arrive at a successful project implementation. These include: <br />The capacity analysis at the intersection to determine the number of lanes and lane <br />lengths to provide an adequate Level of Service for the signalized intersection: We <br />have assumed that for this analysis the latest traffic counts available from the <br />Cuyahoga County Engineer will be used. <br />? 2. The right-of-way acquisition requirements for the proposed widening: There is a <br />limited amount of available right-of-way along the corridor. In addition, any <br />acquisition at the existing service stations or other commercial properties may require <br />an environmental study in order to assess the presence of hazardous materials in <br />property to be acquired by the City. The cost of these environmental studies is not <br />? included in our proposal. <br />3. The impact on drainage: The existing area beyond Lorain Road is relatively flat, with <br />shallow storm sewer outlets. The layout of any proposed sewers wiil need to balance <br />the drainage needs with the amount of available cover and the presence of existing <br />utilities. <br />? 4. The design of the new vertical alignment: In order to rninimize the impact on <br />adjoining properties and driveways while providing a wider pavement, it is usually <br />? desirable to lower the existing profile. However, indiscriminate lowering of the <br />profile may have a significant impact on existing utitities such as waterlines that may <br />need to be lowered to maintain adequate cover. <br />? 5. The imnact on driveways: Many driveways along the project length will be affected, <br />and every effort will be made to minimize the permanent impact of the work and to <br />? provide adequate sight distances. <br />6.
