WHEREAS, pursuant to Ordinance No. 99-22 passed on March 16, 1999, notes in
<br />anticipation of bonds in the amount of $1,100,000 were issued for the purpose of improving, in
<br />cooperation with the Director of Transportation of the State of Ohio, Brookpark Road from Crreat
<br />Northern Boulevard to the easterly corporation line by grading, draining, widening, constructing and
<br />reconstructing curbs and surfacing and resurfacing; improving, in cooperation with the City of
<br />Westlake, Maple Ridge Road from Walter Road westerly to Columbia Road; improving West 231 "
<br />Street from Lorain Road to Alexander Road and, in cooperation with Cuyahoga County, Gessner
<br />Road from Lorain Road to Walter Road by preparing the surface and resurfacing; improving
<br />Woodview Drive from Shazon Drive to Bridgeport Drive by grading, draining, curbing,
<br />reconstructing the pavement base and surfacing; improving Great Northern Boulevard from the
<br />southerly limit of the I-480 right-of-way to the northerly limit of the I-480 right-of-way by
<br />constructing sidewalks; improving Benwood Circle, Blossom Boulevard, Brendan Lane, Bristol
<br />Lane, Brookpark Road Extension, Chapel Hill Drive, Cottonwood Trail, Devon Drive, Dogwood
<br />Trail, East Park Drive, Fairfax Lane, Forestwood Parkway, Kingston Circle, Laurell Lane, Limpert
<br />Lane, Linwood Circle, Lisa Lane, Lusandra Circle, Marcie Lane, Marquette Boulevard, Mary Kay
<br />Circle, Mitchell Drive, Newton Circle, Park Place, Pine Circle, Sanders Lane, Sharon Drive, Sparky
<br />Lane, Sudbury Drive, Sweetbriaz Drive, Tree Lane, Waterbury Circle, Winton Pazk Drive and
<br />Woodpark Lane by reconstructing sections of the pavement base, where necessary; and improving
<br />Andorra Drive, Angela Drive, Ashton Circle, Azalea Lane, Bentley Drive, Camellia Lane, Carla
<br />Lane, Carriage Lane, Cedarwood Lane, Curtis Drive, Danberry Drive, Fairlawn Drive, Gardenia
<br />Drive, Kew Drive, Linden Circle, Louann Drive, Nancy Drive, Nandina Drive, North Court, Oak
<br />Circle, Oak Lane, Plumwood Drive, South Court, Wedgewood Drive, Wisteria Drive and Woodmere
<br />Drive by installing street lighting and underground wiring, in each case together with the necessary
<br />appurtenances and work incidental thereto, as part of a consolidated issue of $2,050,000 Various
<br />Purpose Improvement Notes, Second Series, dated June 8, 1999, which notes were retired at maturity
<br />with funds available to the City and the proceeds of $1,100,000 notes (the Outstanding Series B Notes)
<br />issued pursuant to Ordinance No. 99-98 passed on September 7, 1999, as part of a consolidated issue
<br />of $4,915,000 Various Purpose Improvement Notes, Series 1999-2, dated September 23,1999, which
<br />Outstanding Series B Notes are to mature on September 21, 2000; and
<br />WHEREAS, pursuant to Ordinance No. 2000-44 passed on May 8, 2000, notes in
<br />anticipation of bonds in the amount of $1,325,000 (the Outstanding Series C Notes) were issued for
<br />the purpose of improving Clague Road at its intersection with Lorain Road by grading, draining,
<br />widening, preparing the surface, surfacing and resurfacing, constructing curbs, gutters and catch
<br />basins and installing traffic signs and signalization; improving Sharon Drive by grading, draining,
<br />reconstructing the pavement base, preparing the surface, surfacing and resurfacing, and constructing
<br />and reconstructing curbs, gutters, catch basins, storm sewers, sidewalks and driveway approaches;
<br />improving Ashbury Park Drive, Benwood Circle, Berkshire Drive, Blossom Boulevard, Brendan
<br />Lane, Carsten Lane, Caton Place, Cottonwood Trail, Devon Drive, Dogwood Trail, Driscoll Lane,
<br />Edgepark Drive, Forestwood Parkway, Hyannis Port Drive, Laurell Lane, Leenders Lane, Linwood
<br />Circle, Lisa Lane, Lusandra Circle, Marcie Lane, Marquette Boulevard, Mary Kay Circle, Newton
<br />Circle, Pine Circle, Root Road, Ross Circle, Sanders Lane, Sparky Lane, Westview Drive,
<br />Williamstown Drive and Wood Park Lane by reconstructing sections of the pavement base, where
<br />necessary; and improving Amesbury Drive, Andorra Drive, Ashton Circle, Azalea Lane, Bentley
<br />Drive, Benwood Circle, Blossom Boulevard, Camellia Lane, Carriage Lane, Cedarwood Lane,
<br />Cottonwood Lane, Curtis Drive, Danberry Drive, Delemere Drive, Dogwood Trail, Edgepark
