Mr. Foster McMasters May 16, 2000
Metcalf & Eddy of Ohio, Inc. Page 2 of 14
centrifuge would a11ow the City to implement other biosolids disposal options quickly and
relatively inexpensively. Further, centrifuge off gases are easily contained thereby allowing
for treatment of the minimum volume of air through the existing Odor Group BiC equip-
ment. The treatment of off gases from any sludge dewatering process was a key selection
factor due to the significant cost that has been and continues to be incurred by the City in
treating thennal conditioning off gases and other concentrated odors generated on the
WWTP site.
Separate from these professional services procurement, the Citv will be completing the
public procurement process for one complete dewatering centrifuge system. After its
procurement, the selected system sha11 be incorporated into the work of these professional
services. The public procurement process for the 2000 Dewatering Centrifuge Project will
include the on-site pilot testing of the proposed dewatering centrifuge machines. It is the
intention of the City to begin and/or complete the design and constru.ction of all work
common to the three complete dewatezing centrifuge systems named in those specifications
during the on-site pilot testing work and the subsequent life cycle cost evaluation by the City.
Besides completing the complete dewatering centrifuge system procurement, the City will
be directly purchasing the other components required for the project. Several of these
components are shown on the Preliminary Sludge Loadout Building (SLB) Layout that is
Attachment 1 to this letter. After their procurement, these components sha11 be incorporated
into the work of these professional services. These direct purchases will include the spiral
stairs, the sludge cake conveyor, the sludge cake feed pump, the centrifuge sludge feed line
flow meter, the polymer storage tanks, a 2 ton maintenance gantry, the electrical distribution
system equipment and the I&C equipment. It is the intention of the City to begin and/or
complete each purchase as soon as the technical requirements of that purchase are known.
The design of the electrical distribution equipment, the Instrumentation and Control (I&C)
equipment and their conduits and conductors/wiring will be done by electrical distribution
and I&C specialists retained separately by the City. After completion of these efforts, these
efforts shall be incorporated into the work of these professional services. These specialists
have been and are presently retained by the City for other such specialty work at the WtiVTP
and at the separate sanitary sewer system pump stations. The design drawings prepared under
these professional services sha11 show the design and/or construction work completed by the
electrical distriburion and I&C specialists. It is the intention of the City to begin and corn-
plete the design and purchase of the electrical distribution and I&C equipment, their conduits
and their conductors/wiring as soon as the technical requirements of each component is
known.
